Job Overview:
The position of Responsable Programme EHA involves planning and supervising the implementation of the EHA program, ensuring compliance with deadlines, donor requirements, and technical specifications. The role requires operationalizing the PAT DRIL 421/301T drilling rig acquired through the PARSEP project, training and supervising a mobile team for drilling operations, and maintaining effective communication within the consortium to facilitate project activities. The first two to three months will focus on preparing tender documents, analyzing bids, and launching construction works for boreholes, as well as conducting hydrogeological and geophysical studies to ensure optimal site selection. The position also involves training the drilling team on basic hydrogeology and safety protocols, and overseeing the technical Design and implementation of mini-AEP projects with the support of technical experts.
Duties and Responsibilities:
The main duties and responsibilities of the Responsable Programme EHA include:
- Planning and supervising the implementation of the EHA program, ensuring adherence to deadlines and donor requirements.
- Operationalizing the PAT DRIL 421/301T drilling rig and training the mobile team on its use.
- Monitoring project activities across the RCA zone in collaboration with consortium members.
- Ensuring effective communication within the consortium to facilitate project implementation.
- Participating in the preparation of tender documents and analyzing bids for construction works.
- Conducting hydrogeological and geophysical studies to ensure optimal site selection for boreholes.
- Training the drilling team on safety protocols and Data Collection during drilling operations.
- Overseeing the technical design and implementation of mini-AEP projects.
- Ensuring compliance with gender action plans and Environmental Management frameworks in project activities. 1
- Leading the operational team in Bouar and coordinating with local sectoral institutions. 1
- Organizing regional assemblies for the establishment of the Steering Committee.
Required Qualifications:
The required qualifications for the position include:
- A degree in hydraulic engineering, hydrogeology, or a related field (Master's equivalent preferred).
- A minimum of 3-4 years of experience in the humanitarian sector, specifically in project management related to water management and rural hydraulics.
- Proven expertise in using the PAT DRIL 421/301T drilling rig and experience in borehole construction and mini-AEP systems with solar pumping.
- Familiarity with AFD donor procedures and experience in Capacity Building for team members.
- Experience in establishing water point management services in rural areas and knowledge of rural water governance.
- Strong analytical skills and the ability to take a step back to assess situations effectively.
Educational Background:
Candidates should possess a degree in hydraulic engineering, hydrogeology, or a related field, with a strong inclination towards rural hydraulics. A Master's degree or equivalent is preferred, indicating a higher level of expertise in the relevant field.
Experience:
Candidates should have a minimum of 3-4 years of experience in the humanitarian sector, with at least 3 years in project management roles focused on water management and rural hydraulics. Experience in using drilling rigs and managing water-related projects is essential.
Languages:
Fluency in French is mandatory for this position. Knowledge of additional languages may be considered an asset but is not required.

The position is a short-term contract with a duration of 10 months, starting on August 15, 202
- The salary is competitive, starting from EUR 3,740 gross per month, which includes a base salary and a 10% annual leave allowance paid monthly. Additionally, a monthly per diem of CFA 480,000 is provided. SI covers housing and travel expenses between the expatriate's home country and the duty station. A work-leave system is in place, allowing for breaks every three months, along with additional rest days. Expatriates receive comprehensive health insurance covering medical expenses, including vaccinations and Malaria treatment. Living conditions in Bouar are stable, with a guest house and office located in the same compound, and access to essential services and amenities.
