Job Overview:
The position of Responsable DESK POMA involves significant responsibilities in shaping the operational strategy of SIF at an international level, as well as developing project strategies, programs, and missions. The role requires ensuring the quality of programs and projects, overseeing their implementation within set deadlines and budgets, and coordinating with the Institutional Funding Manager to secure institutional funding. Additionally, the position entails monitoring Operational Activities, managing teams (Desk and Mission Leaders), and overseeing the budgetary and administrative aspects of programs and missions. This role is crucial for the effective functioning of SIF's international operations and requires a proactive approach to problem-solving and decision-making.

Duties and Responsibilities:
  • Develop and implement the operational strategy for SIF internationally, including project strategies and mission objectives.
  • Ensure the quality and timely execution of programs and projects while adhering to budget constraints.
  • Collaborate with the Institutional Funding Manager to identify and secure funding opportunities.
  • Monitor and evaluate operational activities to ensure compliance with organizational standards.
  • Manage and lead teams, including Desk staff and Mission Leaders, fostering a collaborative and productive work environment.
  • Oversee the budgetary and administrative management of programs and missions, ensuring financial accountability.
  • Provide guidance and support to team members in their roles and responsibilities.
  • Adapt strategies and operations based on evolving needs and challenges in the field.

Required Qualifications:
  • Required degree: Bac +5 in Humanitarian Project Management or equivalent.
  • Minimum of 3 years of experience in a similar position at the headquarters of an NGO or in the field.
  • Strong managerial and decision-making skills, with the ability to work autonomously and take initiative.
  • High sense of responsibility and attention to detail.
  • Ability to manage emergency situations and work effectively under stress.
  • Proficiency in Microsoft Office Suite is essential.
  • Bilingual proficiency in English is mandatory.
  • Proficiency in Arabic is desirable but not required.

Educational Background:
Candidates must possess a Bac +5 degree in Humanitarian Project Management or an equivalent qualification. This educational background is essential for understanding the complexities of managing humanitarian projects and ensuring effective implementation.

Experience:
The position requires a minimum of 3 years of relevant experience, either in a similar role at the headquarters of an NGO or in Field Operations. This experience is crucial for understanding the operational challenges and dynamics of humanitarian work.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within the organization and with international partners. Proficiency in Arabic is considered a valuable asset, enhancing communication with Arabic-speaking populations and stakeholders.

Additional Notes:
The position is classified as a managerial role with a full-time contract (CDI). The work schedule is based on a day package system, allowing for 15 recovery days. Employees are entitled to meal vouchers, competitive health insurance, and reimbursement for Public Transport subscriptions. There is also the possibility of remote work, subject to existing agreements, allowing for up to 2 days of telecommuting per week. The start date for this position is as soon as possible.
