Job Overview:
The Resource Mobilization Manager will play a pivotal role in leading the production of high-quality funding applications to support CRS's engagement with institutional donors and initiatives focused on international development. This position requires a deep understanding of the Business Development cycle and the ability to collaborate with cross-disciplinary teams. The manager will be responsible for developing strategies that enhance CRS's visibility and competitiveness in securing funding, ensuring that proposals are not only timely but also meet donor requirements and align with CRS's technical and cost standards. The role involves mentoring staff, overseeing communication strategies, and maintaining relationships with private sector partners to integrate innovative solutions into program designs.

Duties and Responsibilities:
The Resource Mobilization Manager will provide expertise in business development, focusing on positioning, capture planning, and proposal preparation for opportunities with institutional donors. Key responsibilities include coordinating proposal development processes, serving as a proposal Coordinator, leading budget processes, and training staff in proposal development and donor engagement. The manager will also develop a resource mobilization strategy, oversee communications to ensure effective marketing and branding, maintain relationships with private sector enterprises, and track trends related to private sector engagement to inform Design" id="link" class="link">Program Design. Additionally, the manager will ensure integration of private sector engagement throughout the project lifecycle, emphasizing communication and risk management.

Required Qualifications:
Candidates must possess a Bachelor’s degree in international development, international relations, or a related field, with a Master’s degree preferred. A minimum of five years of international development experience is required, including at least three years in a developing country. Professional fluency in English and French is mandatory, while proficiency in Malagasy is considered a plus. Candidates should demonstrate strong strategic, analytical, and problem-solving skills, along with excellent relationship management and negotiation abilities.

Educational Background:
The position requires a Bachelor’s degree in a relevant field such as international development or international relations. A Master’s degree is preferred, indicating a higher level of expertise and understanding of the complexities involved in resource mobilization and international development.

Experience:
The ideal candidate should have a minimum of five years of experience in international development, with at least three years spent working in a developing country context. This experience should include a proven track record in business development, proposal writing, and managing relationships with institutional donors.

Languages:
Professional fluency in English and French is required for this position. Proficiency in Malagasy is advantageous, as it may facilitate better communication with local stakeholders and enhance engagement with the community.

The position is based in Antananarivo, Madagascar, and may require travel of up to 30%. The role involves supervisory responsibilities over the Business Development Specialist I and the Private Sector Engagement Advisor.
