Credence and its partner, the Public Health Institute (PHI), are both employers for the Global Health Technical Professionals (GHTP) project which provides expertise in support of USAID global Health Programs. The hiring of this position will be through the PHI and as such the selected person will become a PHI employee.

Summary Statement

The U.S. Agency for International Development (USAID) is at the forefront of the U.S. Government (USG) goal of controlling the HIV epidemic. As a key partner in the President’s Emergency Plan for AIDS Relief (PEPFAR), USAID works closely with other USG agencies on this multi-billion-dollar initiative in developing countries around the world. Located in the Bureau for Global Health (GH), the Office of HIV/AIDS (OHA) is the locus of HIV/AIDS technical leadership for the Agency and has primary responsibility for the Agency HIV/AIDS program. OHA provides strategic direction, technical leadership and support to field programs in HIV/AIDS to inform the strategic allocation of financial and human resources and assist in designing, implementing, monitoring and evaluating programs. This ensures the technical integrity of Agency and Mission strategies through leadership on a full range of issues related to HIV/AIDS. Within OHA, the Research Division (RES) provides technical and programmatic expertise to help USAID and its Missions develop strategies and programs for research that respond to Agency and USG objectives and to budget priorities. RES staff and programs incorporate innovations, best practices, and lessons learned to advance the goals of each research program.

Job Requirements

The Research Portfolio Coordinator will serve in the Research Division, Office of HIV/AIDS, and Bureau for Global Health. As part of a team of technical and management professionals, this position will support the research, development, and introduction of HIV biomedical products and technologies, and contribute to other aspects of research across the portfolio of the Division including cross-cutting research translation and utilization; data visualization; monitoring and evaluation; and knowledge management. The position will also Support Division leadership in external engagement, donor collaboration and strategic partnerships to ensure leveraged and synergistic use of funds across global health and expedite the impact of research on development, testing and deployment of new products and technologies. The Coordinator will provide support to and coordinate with a range of technical professionals with expertise spanning the breadth of product discovery, clinical trials, regulatory approval, introduction, and real impact in the countries where USAID and PEPFAR implement HIV prevention programs.

The Portfolio Coordinator will receive technical direction from the Senior Advisor for Strategic Engagement and Operations and serve as an important member of the Research Division within the Front Office. The Coordinator will support integrated planning across the research portfolio, help ensure efficient management processes, and facilitate regular communication and close collaboration between the variety of projects and partners involved in various research activities.

Responsibilities

The Coordinator will be responsible for supporting continual improvements to the processes and tools through which research activities are strategized, prioritized, managed, monitored, and reported. The Coordinator will also support the Division to implement Change Management efforts and facilitate seamless coordination between the OHA Research Division, implementing partners, other Divisions within OHA, and other GH offices and USG agencies. These include helping to improve the planning processes across research activities, supporting collaborations on specific high-yield opportunities, and facilitating information sharing between research projects, GH offices and implementing partners.

The Coordinator will work closely with the Research Division Chief, the Senior Advisor for Strategic Engagement and Operations, Branch Chiefs, project management teams and technical advisors for a variety of research activities, communicating with numerous and diverse stakeholders, and strengthening linkages across OHA research portfolios as well as with other ongoing research activities at USAID/Washington and in the field. The Coordinator will receive technical guidance from the Senior Advisor as his/her Point of Contact (POC).

Specific responsibilities may include but not be limited to the following: I. Develop and promote the implementation of standardized research portfolio management tools and processes
  • Support the Research Division Chief, Senior Advisor, Branch Chiefs, project management teams, and technical advisors in efficient coordination of OHA-funded programs
  • Contribute to technical guidance on the development and implementation of tools, documents and processes for portfolio-level strategic planning, program implementation, and financial monitoring and ensure tools and processes are consistently used and followed
  • Support staff in maintaining up-to-date programmatic and budget databases
  • Support the Senior Advisor and Division Chief in research strategy planning, reviews, presentations and briefing documents
  • Facilitate and provide advice to enable programmatic and fiscal oversight of OHA research portfolio and carry out relevant monitoring, evaluation and learning (MEL) activities
  • Support in the Analysis and synthesis of data for the Research Report to Congress and Research, Survey and Surveillance (SaSR) tracking, and respond to internal and external requests and other taskers on OHA research
  • Provide support in program and portfolio re-design efforts
  • Facilitate harmonized planning and strategic linkages of activities across the research portfolio and their alignment with larger PEPFAR and broader development assistance programs
II**.** Ensure timely application of scientific, technical and programmatic data for sound portfolio decision-making
  • Facilitate availability of relevant scientific, technical and programmatic information for research portfolio planning and revisions
  • Conduct periodic literature reviews, maintain relevant data libraries, and support data visualization and analysis to inform decision-making
  • Facilitate cross-cutting research translation and utilization as well as knowledge management
  • Provide support in organizing strategic consultations, technical groups, interagency engagements, and project advisory committees
  • Support the Division Chief, Senior Advisor and Branch Chiefs in strategic discussions, consultations and fiscal planning
  • Support timely application of scientific developments and expert committee recommendations to inform strategic portfolio revisions and research Program Management decisions
III**.** Facilitate optimal integration of OHA research with PEPFAR programs and Agency priorities
  • Support efforts toward strategic alignment of OHA research within the context of changing Agency and PEPFAR programmatic priorities including promotion of implementation science approaches where applicable
  • Provide substantive input and support into Bureau-wide research coordination processes
  • Facilitate outreach and education to field Missions for introduction of new products, technologies, and program approaches
IV. Support OHA Research leadership to enhance partnerships, collaborations and program efficiency
  • Support the Division leadership on coordination and collaboration across the portfolio
  • Support technical and management teams to promote strategic partnerships and leveraging of key resources
  • Provide support, structure, and coordination on external engagement efforts with USG sister agencies, donors, foundations, multilateral organizations and the private sector
  • Support Research Division leadership to institute standard operating procedures (SOPs) for efficient program and change management strategies
V. Professional Development
  • Participate in professional continuing education, skills training and professional meetings to enhance relevant technical skills and Career Development.
  • Complete and execute an Individual Learning and Training Plan and Annual Work Plan**.**

Qualifications

  • Master’s degree and minimum of 3 years of relevant experience, OR, Bachelor’s degree and minimum of 5 years relevant experience or equivalent combination of education and experience.
  • At least 3 years of professional experience with one or two public health technical disciplines (such as HIV/AIDS, Health Systems Strengthening, Family Planning, and Reproductive Health, etc.); job duties/responsibilities generally related to PD requirements.
  • Experience in program planning, management and implementation, including experience in international or resource-poor settings and experience with HIV/AIDS programs
  • High degree of judgment, maturity, ingenuity and originality to interpret strategy, analyze, develop and present work and to monitor and evaluate implementation of programs
  • Demonstrated leadership and group facilitation skills
  • Demonstrated experience working with a range of development partners, including donors, private foundations and civil society
  • Demonstrated knowledge of internal processes within USG and other Health Sector development partners (e.g., PEPFAR and USAID priorities, decision-making mechanisms, and financial management processes)
  • Experience with global health partnerships and disease-specific initiatives
  • Strong interpersonal communication and written and oral communication skills, and the ability to work with diverse teams
  • Strong teamwork, multi-stakeholder collaboration and coordination skills
  • Ability to read, analyze, and interpret research/scientific literature and data
  • Ability to effectively and creatively present information and respond to questions from groups of managers, clients, and customers
  • Experience with summarizing and assessing technical and financial data and presenting summary briefing material to senior staff
  • Proficiency with Microsoft Office, Google, and other standard office systems
  • Experience with or willingness to learn Data Visualization software (Tableau, google charts, etc.)
  • Ability to travel internationally up to 20%.
  • US citizenship or permanent residency with the ability to obtain and maintain Facility Access required.
