Job Description

Starting date : As Soon As Possible Duration of Mission: 6 months Location: Erbil, Iraq Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilian victims of marginalization and exclusion, or those hit by natural disasters, wars and economic collapse by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads on average 200 projects a year in the following sectors of intervention: Food Security, Health, Nutrition, Construction and Rehabilitation of infrastructures, Water, Sanitation, Hygiene and Economic Recovery. PUI is providing assistance to around 6 million people in 22 countries across Africa, Asia, the Middle East, Eastern Europe and France.

Humanitarian Context in Iraq

Wide-scale violence and armed conflict erupted in Iraq in January 2014. In Anbar governorate, the cities of Ramadi and Falluja were particularly affected, the violence and its impact quickly grew. Also in June 2014, ISg, together with other armed groups, attacked and seized control of Mosul and large portions of northern Iraq, including areas of Diyala, Kirkuk, Ninewa, and Salah al-Din governorates. The Government of Iraq (GoI) has conducted multiple military operations since 2016 to regain control of territories held by ISg and announced in November 2017 that military operations had successfully concluded in their retaking of all Iraqi territory. Military operations in Mosul, Anbar and Salah Al-Din have led to ongoing massive internal displacements, serious and systematic violations of civilian protection and basic human rights, interrupted access to basic services, and put a severe strain on host communities. The country is now gradually moving from an emergency situation which required lifesaving operations to a post-conflict transition towards durable solutions. As per the HNO published by OCHA on November 2019, 5.67 million people are in need of humanitarian assistance, with 1.77 million in acute need. Half of them are concentrated in Ninewa and Anbar governorates. Furthermore, an estimated 2.8 million returnees continue to form a complex caseload for humanitarians, development actors, relevant government agencies and donors, with 1.2 million in acute resilience and recovery needs.

PUI in Iraq

Present in Iraq since 1983 through Aide Médicale Internationale (AMI), and since 1997 through Première Urgence (PU), PUI (Première Urgence Internationale) brings help to vulnerable refugees, displaced persons as well as host communities (to avoid marginalization when the pressure on available resources becomes unbearable), in order to improve their living conditions and reinforce their resilience to enable them to regain dignity and autonomy. PUI’s objective in Iraq is to provide a humanitarian response to needs arising from movements of population through actions aimed at reinforcing the existing Health system, and providing Mental Health Psychosocial Support to the people in need, but also at providing access to Shelter, to drinking Water, Hygiene and Sanitation. Given the scale of the crisis and the needs observed, PUI emphasizes multiple sectoral interventions and develops as much as possible an integrated approach, keeping health the core sector of its intervention.

Current programs of PUI in Iraq

  • Integrated Health, Protection, WASH and Shelter services provision to IDPs and vulnerable communities living in areas previously affected by the conflict in Anbar, Ninewa and Dohuk Governorates of Iraq
The project aims at improving the living conditions of vulnerable populations in areas still impacted by the previous conflict, through health, protection, shelter and WASH interventions, and at providing health and protection services to IDPs in camps.

  • Strengthening quality and access to mental health services in Iraq, in consortium with ACF-lead, IMC and HI
The project aims at improving the access to quality mental health and psychosocial care in Iraq through enhancing technical capacities of governmental institutions at the ministry of health level, capacity building of stakeholders at national and governorates levels and promotion of Mental Health Care. In particular, the project supports the mental health authorities in Iraq in order to improve the access and quality of services as well as increase community resilience.

  • Increasing access to integrated Health, MHPSS, and Protection services for conflict-affected population unable to return to their area of origin in Iraq, in consortium with IMC
This ECHO-funded project aims at addressing unmet needs of conflict-affected population in Iraq who are unable to return to their areas of origin, by increasing their access to integrated Health, MHPSS and Protection services. Both PUI and IMC will provide quality primary Health Care Services including MHPSS through a tailored approach.

As part of our activities in Iraq, we are looking for a Rehabilitation/Infrastructure and WaSH Coordinator in Erbil.

Tasks and Responsibilities

The Infrastructure & Rehabilitation Coordinator ensures the monitoring of qualitative and operational aspects of the mission’s WaSH, Shelter and general rehabilitation activities on a day-to-day basis. S/he technically supervises the Project Managers dealing with WaSH, Shelter and rehabilitation/constructions activities (Schools, Water Treatment Plants, Shelters, Health Centers, Community Centers, etc…)
  • Programs: S/He coordinates WaSH, Shelter and rehabilitation program teams jointly with the relevant Coordinators and, ensures the operational and qualitative aspects of programmes are put into practice properly (monitoring of objectives, respecting due dates and budgetary provisions, quality control, compliance with PUI, donors and international rules and standards).
  • Strategy: S/He participates, for the WaSH and Shelter sectors, in creating an operational strategy and suggests new operations according to needs identified at base and mission level to the DHoMP.
  • Assessment / Development:** S/He strongly participates (in coordination with other national coordinators and the relevant Field Coordinator) in the design and implementation of assessments and in the design and overall project cycle management of all WaSH, Shelter and rehabilitation projects at mission level.
  • Logistic, administrative, and financial monitoring:** S/he contributes with the different Support Coordinators in ensuring that administrative and logistics procedures related to the WaSH, Shelter and rehabilitation activities follow PUI standards and formats, and are in accordance with donor rules and regulations
  • Management / HR: S/he provides technical supervision to the teams operating on WaSH, Shelter and Rehabilitation activities (participates in technical evaluations, helps defining technical objectives, recruitment process, written tests, interviews). S/he does not have direct staff management, but coordinates the activities of the technical staff together with the PM of the project
  • Representation: S/he ensures and coordinates WaSH, shelter and Rehabilitation representation at mission level with partners, donors, different authorities and any relevant coordination body (cluster, working group, etc…)

Objectives and related activities

PARTICIPATING IN PROGRAMME DEFINITION AND MONITORING

  • S/He supervises the technical quality of WaSH, Shelter and Rehabilitation related activities, including project and site visits, monitoring the quality of interventions, meeting PUI’s staff and all the external stakeholders.
  • S/He, jointly with the relevant Field Coordinator, ensures that donor reporting for WaSH, Shelter and Rehabilitation projects is prepared adequately.
  • S/He participates and support WaSH, Shelter and rehabilitation activities planning at base and coordination levels.
  • S/He ensures that WaSH, Shelter and Rehabilitation teams respect PUI’s procedures and formats and are in compliance with the PUI’s operation policy.
  • S/He designs all necessary protocols, SOPs, guidelines and follow-up tools to implement and monitor WaSH, Shelter and Rehabilitation activities.
  • S/He reviews Project Monitoring Tools (PMTs) and any planning tools for the WaSH, Shelter and Rehabilitation activities
  • S/He feed the DHoMP with regular progress reports, particularly in Analysis of indicators and results of the mission’s WaSH, Shelter and Rehabilitation programs.
  • S/He alerts the DHoMP in cases of delays identified in implementation of WaSH, Shelter and Rehabilitation activities and suggests adjustments (in terms of activities, operation area, budget, schedule etc)
  • S/He, in cooperation with the MEAL Co, will support the MEAL team for monitoring WaSH, Shelter and Rehabilitation activities
  • S/He leads and ensures an institutional knowledge building strategy for WaSH, Shelter and Rehabilitation interventions and defines, with the MEAL Co and DHoMP the relevant documents and tools to be produced.
PARTICIPATING IN THE DEFINITION AND THE REVISION OF AN OPERATIONAL STRATEGY

  • S/He actively participates in preparing a mission Strategy for the WaSH and Shelter sectors
  • S/He participates in the follow up of the humanitarian situation in the country and reports needs to the DHoMP
  • S/He adequately propose new WaSH and Shelter interventions to the DHoMP
  • S/He sends regular situation update and analysis to the DHoMP
PARTICIPATING IN ASSESSMENTS AND PROGRAMS DEVELOPMENT

  • S/He, jointly with the relevant Area/Field Coordinator, leads the WaSH, Shelter and Rehabilitation components assessments and proposal (narrative, technical design, financial design, support needs…)
  • S/he contributes to Kick-off-meeting led by the HoM.
  • S/He updates on monthly bases the context regarding WASH and Rehabilitation needs at National and base level
PARTICIPATE IN LOGISTIC AND ADMINISTRATIVE MONITORING OF THE MISSION

  • S/he contributes with the support coordinators to ensure that PUI logistics procurement applicable to WaSH, Shelter and Rehabilitation activities is efficient and following procedure, format as well as PUI and donor rules/regulations.
  • S/he ensures, with the cooperation from Area Cos and Field Cos, that WaSH, Shelter and Rehabilitation programs inputs to procurement plan (BoQs, others…) are prepared, shared and updated in a timely manner for each project.
  • S/He contributes, in collaboration with the logistics coordination, to bid analysis for WaSH, Shelter and Rehabilitation related procurement files
  • S/he participates, with all departments and the relevant Technical Coordinators, in monthly Financial Follow-Up review exercise led by the Financial Coordinator.
  • S/he participates, together with the support coordinators, in the WaSH, Shelter and Rehabilitation activities’ structure sizing and regular review.
  • S/he contributes to the evaluation and application of capacity building processes for program teams.
TECHNICAL SUPERVISION OF LOCAL AND INTERNATIONAL TEAMS IN HIS/HER OPERATION AREA

  • S/He is the technical supervisor of the WaSH, Shelter and Rehabilitation project manager(s) and officers at mission level and as such provides them with technical, methodological and organizational support.
  • S/He designs job descriptions of project manager and officer before sending to the relevant Area/Field/HR Coordinator.
  • S/He carries out or participates in WaSH, Shelter or Rehabilitation staff interviews.
  • S/He is involved in the recruitment process for members of the WaSH, Shelter and Rehabilitation teams and may participate in the end of contract process for positions under his/her technical area.
  • S/He contributes, together with the Area/Field Co to work meetings, potential conflict mediations, and priorities definitions for he WaSH, Shelter and Rehabilitation team.
  • S/He ensures and/or supervises the continued training of the local and an international member of the WaSH, Shelter and Rehabilitation team (organizational, methodological and potentially Technical Support), participates in the identification of training needs and recommends training action internally or externally
ENSURE PUI REPRESENTATION

  • S/he participates as an active member in external coordination meetings related to WaSH, Shelter and Rehabilitation activities such as WaSH cluster, Shelter/NFI Cluster, associated working groups and other relevant forums.
  • S/He develops a network of technical expertise with other partners technical coordinators/expert in order to guarantee technical coordination and approach harmonization
  • S/He support the coordination with the relevant local authorities bodies (DoH, DoE, DoW, Municipalities etc…) when required for the WaSH, Shelter and Rehabilitation activities to ensure buy in and cooperation
  • At the request of the DHoMP or HoM, s/he represents the organization locally to donors, NGOs, International Organizations and local authorities, and reports interview findings to the DHoMP and HoM.

Required Profile

Training:

  • University degree in civil engineering, architecture or similar
  • Technical training in water supply and treatment, sanitation and hygiene
  • Strong experience in WaSH and/or Shelter Project management
Professional Experience:

  • Minimum of 3 years as a WaSH or Shelter project manager
  • Minimum of 1 year in programme coordination experience
  • Experience in technical assessment
  • Successful experience in expatriate team management and multi-sectorial programs
Knowledge and Skills:

  • Excellent technical structural calculation skills
  • Excellent network calculation and water analysis skills
  • Excellent writing skills in English
  • Good knowledge of donors (BPRM, ECHO, OFDA, AFD, CDC, UN agencies, etc)
  • Good knowledge of procurement and contracts management processes
  • Software: Pack Office, Autocad (or similar)

Proposed Terms

  • Employed with a Fixed-Term Contract
  • Monthly gross income: from 2,220 up to 2,530 Euros depending on the experience in International Solidarity + 50 Euros per semester seniority with PUI
