JOB CONTEXT :

Physical Rehabilitation Activity (PRA) is 5 years program funded by USAID which is aiming to integrate rehabilitation service in the Public Health System. This program started in June 2019 and is working closely with government authorities, Disability People Organizations (DPOs); physiotherapy unit in District hospitals; private rehabilitation services providers and rehabilitation professional associations. The physical rehabilitation activity (PRA) project supports the establishment of a sustainable, integrated, public-private rehabilitation system in order to improve the mobility and functional independence of persons with physical disabilities and other individuals in need of rehabilitation services. The project has three objectives: (1) the quality of rehabilitation services is strengthened, (2) access to rehabilitation service is increased and (3) sustainability of the five existing USAID/HI supported PRCs is strengthened.

To achieve the project goal and objectives, HI contributes to the establishment of a sustainable rehabilitation services system through a health system strengthening approach at the national, provincial and municipal levels. The approach will be strengthening the six core areas: (i) governance and leadership capacities of central and local authorities; (ii) health and rehabilitation human resources capacities; (iii) rehabilitation information system development: (iv) medical and product technologies, including assistive products; (v) finance; and, (vi) service delivery. This will be achieved through the guidance of World Health Organization (WHO) frameworks that integrate rehabilitation into health systems, towards universal access to appropriate and affordable care.

YOUR MISSION:

The Chief of Party (COP) is in charge of the rehabilitation service delivery, including professional rehabilitation skill development; systems development for technical collaboration between public and private sector and quality control for project interventions. The COP is the main person of contact with the Donor and related national authorities on behalf of the project.

S/he will be in charge of the overall implementation of the project and will act as a focal point for any contacts with USAID.

Responsibility 1 : Management -You supervise and lead the team directly managed, fostering a team spirit and team functioning guaranteeing synergies and exchange of good practices between the project staff.

-You recruit and contribute to the professional development, autonomy and well-being at work of the project staff: set formalized individual objectives, ensure coherence between HI’s needs and competencies and motivation of his/her teams, develop and monitor competence Development Plan, evaluate individual performance, contribute to career evolution.

-You acknowledge individual and collective efforts and performance.

-You embody and transmit HI values, ensure compliance with code of conduct and institutional policies, ensure the expected mind set and individual and collective behaviors, and disciplinary measures when necessary -You ensure Capacity Development of staff, in particular the Deputy COP by defining training needs focusing on areas that needs strengthening and providing guidance, setting related objectives, in order to prepare for the person to take the position of COP.

Responsibility 2 : Expertise and operational management

-You ensure deployment and compliance with HI's global frameworks, institutional policies and standards. This includes but not limited to: mandatory frames of reference (such as HI's mission and values or HI's Theory of Change: Access to Services), all HI institutional policies (Security/Code of Conduct and Protection/Anti-Fraud and Corruption/PME and Project Quality Framework/Age-Gender-Disability), all institutional guidelines and processes; delegation thresholds; security levels.

-You ensure the proper implementation of the project, in collaboration with the relevant services and in line with general standards and procedures -You ensure the proper planning, implementation and reporting of the project, in accordance with the logical framework and the allocated budget -In liaison with the [Regional] Technical Unit and the [Regional] MEAL Unit, you ensure that HI's quality standards (including technical ones) are applied in the project and follows up the implementation of recommendations resulting from evaluations, support missions and audits -You ensure compliance with the donor’s rules and respect of contractual commitments: consolidation, control and reporting to his/her line manager of operational and organisational elements (management charts, corrective measures, consumption of own funds, beneficiaries' data, etc.) -With the support of the [Regional] MEAL Unit, you deploy and implement all appropriate tools to enable project monitoring, evaluation, accountability and learning in compliance with HI policies and frameworks -You facilitate internal audits (operational, financial and organisational) and ensure the implementation of their recommendations in his/her area of responsibility.

Responsibility 3 : Data Management

-You ensure that the appropriate Data Collection and management tools are in place on the project, in line with global standards -You ensure that data related to the project is collected and compiled in the project database -You carry out regular verifications and makes any necessary corrections in the activity database Responsibility 4 : Coordination & partnership management

-You are responsible for setting up and implementing the governance schemes for his/her project (ARCI and coordination mechanisms / tools) -You facilitate internal coordination between his/her team and all relevant services (Operations Managers, Shared Services, Technical and MEAL Teams...) -You ensure external coordination with all relevant partners of the project/members of the consortium including donors and facilitate effective communication mechanisms -You ensure the overall management of partnerships / consortium partners and related contractual documents (partnership agreements, MoU, amendments, reports…) Responsibility 5 : Project Finance Management

-You are responsible for efficient utilisation of the available financial resources, track expenses and ensure value for money -You ensure conformity of expenses with internal and donor regulations and frameworks -You participate in fundraising as required in coordination with the Regional Country Director/Regional Technical Unit Responsibility 6 : Influence, communication and advocacy

-You ensure compliance of award conditions, sub-award management, tracking of performance and costs.

-You develop HI’s external influence (forums, operational & strategic alliances, etc.) and the organization’s external representation (events, media) in its area of responsibility.

-You can represent HI vis-à-vis local, national and diplomatic authorities and bodies; and international organizations and coordination mechanisms & system.

-You relay messages of HI global advocacy to all relevant external parties.

-You contribute to HI’s external influence by participating in relevant networks -You communicate on the project to partners, authorities and stakeholders when relevant YOUR PROFILE :

· You hold a degree in Physical and Functional Rehabilitation disciplines and a master degree in Public Health, Development studies or Project Management · You have at least 10 years of experience in international development and complex settings · You have experience in project management and grant management · You show extensive knowledge of HI’s organizational mission & values, operational work methods and strategic orientations · You demonstrate ability to develop and manage stakeholders relationships and networking · You understand rehabilitation system strengthening and global rehabilitation and AT initiatives · You know tele rehabilitation, education of health and rehabilitation workforce in low income countries · You show strong communication skills · You demonstrate ability to work efficiently on a remote basis and in complex working environments · You are able to mobilize and align teams members and collaborators · You are pragmatic and have capacity to adapt with agility CHARACTERISTICS OF THE POSITION :

Small scale politically motivated protests, demonstrations or strikes are fairly common in Nepal. They can occur at short notice and clashes between protesters and law enforcement agencies may occur. You should exercise caution and avoid any demonstrations. Nepal is in a major earthquake zone and remains at risk from further earthquakes and aftershocks. You should familiarise yourself with safety procedures in the event of an earthquake. The monsoon season normally runs from June to September. Flooding and landslides often occur during this time. Road travel anywhere can be hazardous, particularly in rural areas.

There’s a low rate of serious crime in Nepal. However, you should take sensible precautions.

CONDITIONS:
