Title: Regional Specialist Lead (ReDSS Ethiopia and Somalia) Location: Jigjiga, with regular travel throughout Ethiopia, and the East/Horn of Africa Region (in particular Somalia and Kenya) Employment Category:  G1 Contract Duration: 8 Months Reporting To: ReDDS Manager Direct Reports: N/A Posting date: March 12, 2021 INTRODUCTION 

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.


The Regional Durable Solutions Secretariat (ReDSS) is a coalition of 14 NGOs working in the search of durable solutions in East Africa. ReDSS Secretariat is hosted by DRC and based in Nairobi with country units in Somalia and Ethiopia. ReDSS is a Coordination and information hub that focuses on research and Analysis, Capacity Development, learning, and policy dialogue. ReDSS Steering committee is composed of DRC, IRC and NRC. For more information http://www.regionaldss.org/ This role will be seconded to UNHCR to support the government-led CRRF coordination mechanisms in Jigjiga, providing knowledge management and capacity development expertise in support of the implementation of the comprehensive refugee response. The candidate will work directly with Government of Ethiopia’s ARRA, UNHCR, and regional and local government authorities – including a particular focus on the Bureau of Finance and Economic Development (BoFED) Directorate of Partnerships, other substantive sectoral bureaus, and woreda administrations in Kebrebeyah and Awbare.  The ReDSS Regional Specialist Lead will also support the ReDSS Somalia Country Unit, including by supporting coordination and capacity development efforts in Somalia, and providing platforms to share cross-learning between key actors in Ethiopia and Somalia.

The ReDSS Regional Specialist Lead role is open to nationals of Ethiopia and will be based in Jigjiga, SRS, Ethiopia.


The ReDSS Regional Specialist Lead will play an essential role in advancing locally led durable solutions activities in Ethiopia and Somalia, with a particular focus on the Somali Regional State (SRS). This will include enhancing capacity of local authorities and stakeholders, engagement with refugee and host communities at field level, and involvement in the promotion of knowledge management as a vehicle for designing effective durable solutions policies and programming.


Support to relevant Ethiopian government institutions, displacement-affected communities (DAC), and ReDSS members

  • Enhance the knowledge management capacity of local authorities to inform planning and policy development by promoting evidence-based integrated approaches for refugees and host communities
  • Organize and facilitate durable solutions trainings and peer learning for authorities and stakeholders in Somali Regional State (SRS)
  • Provide strategic and programing support to ReDSS members and partners in mainstreaming solutions into programing to ensure solutions-focused programing for displacement affected communities in Ethiopia and Somalia
  • In close coordination with the ReDSS Policy and Learning Coordinator based in in Addis Ababa, support research, knowledge sharing and access, and evidence-based programing for the formulation of regionally-based Action Plans
  • Represent ReDSS in discussions with a wide range of actors, including senior government stakeholders, ReDSS members, UN agencies, donors, and existing coordination fora
  • Manage ReDSS engagement in advancing the IDP durable solutions agenda in SRS
  • Support active engagement of DAC and ensure durable solutions programming and locally planning processes are informed by the communities they serve
  • Document needs for studies related to CRRF and preparing ToRs for studies/supporting engagements with partners that conduct studies Contribute to ReDSS Somalia Country Unit and regional cross-learning focusing on area based and locally led processes
  • Serve as the ReDSS regional thematic lead on locally-led and area-based approaches to foster cross country learning
  • Support the ReDSS Somalia Country Unit in organizing area based trainings and implement ReDSS locally led strategy
  • Support the ReDSS + structure and meaningful partnerships with local networks and organizations based on trust, respect and joint accountability
  • Ensure meaningful engagement of CSOs and displacement affected community in research and analyses and in national and local policy processes based on evidence
Experience and Technical Competencies: (include years of experience)

  • 10 years of experience in similar positions (including 5 years of experience in Senior Leadership positions) involving knowledge management, research and communications; requiring analysis and presentation of complex information in a simple and accessible manner
  • Experience in interacting with local and regional governmental structures, and an expert within the context of displacement-related issues in the SRS and wider Horn of Africa region
  • Excellent coordination, information management, inter-personal and facilitation and communication skills to build trusted relationships with a wide array of humanitarian and development partners, donors, Government agencies, etc.
  • Effective facilitator and proven competencies in capacity development
  • Experience in project planning, monitoring and implementation activities, as well as an ability to analyze complex situations and make decisions
  • Knowledge and experience in budget monitoring responsibilities and managing large and diverse staff
  • Strong analytical and writing skills with proven experience in producing high quality external policy and communication materials and ability to handle complex issues
  • Flexibility, proactive engagement, ability to work under pressure and to demonstrate high tolerance for change, complexity and unpredictability
  • Experience in development work is desirable.
Education: (include certificates, licenses etc.)

  • Master’s degree in a relevant field
