Job Overview:
The Regional Programs Operations Manager for Latin America and the Caribbean (LAC) is a pivotal leadership role within CARE, aimed at transforming program operations to be more locally-led and resilient. This position is not merely about managing operations; it is about enhancing program delivery and operational efficiency across the LAC region. The manager will work closely with Country Directors and senior leaders to provide strategic oversight and support, navigating complex challenges to drive positive change. The role is integral to the success of high-value programs that align with CARE's global vision for 2030, focusing on saving lives and achieving social justice. The manager will lead the transformation of country program operations, develop partnership standards, and ensure compliance with donor requirements, ultimately contributing to CARE's mission.
Duties and Responsibilities:
- Drive Strategic Transformation: Lead the transformation of country program operations in alignment with CARE's 2030 vision and Regional Roadmap. Develop and implement partnership standards and procedures to enhance collaborations with local partners.
- Operational Risk Management: Identify and mitigate operational risks, ensuring compliance with statutory requirements. Collaborate with the Regional Director and Business Services teams to implement risk mitigation strategies.
- Enhance Program Operations: Support the entire project cycle, ensuring projects meet CARE's quality standards and minimize financial risks. Strengthen operational systems across the region.
- Support Country Directors: Provide ongoing support and guidance to Country Directors, helping them navigate challenges and align operations with CARE's strategic priorities.
- Change Management: Manage and implement change within the region, supporting the rollout of global and regional initiatives.
- Safety and Security: Collaborate with the Regional Security Officer to integrate safety and security into program operations, managing related risks effectively.
Required Qualifications:
- Proven Leadership Experience: 7-10 years of leadership experience in international humanitarian and development work, with a strong track record in strategic and operational management.
- Experience in the LAC region and within a global organization is highly desirable.
- Bilingual Communication Skills: Fluency in both English and Spanish is required, with French being a plus.
- Passion for Development: Commitment to Organizational Development, learning, and people development.
- Collaborative Mindset: Ability to work in complex, multi-stakeholder environments and build strong relationships with internal and external partners.
Educational Background:
A relevant degree in international development, humanitarian studies, business Administration, or a related field is typically required. Advanced degrees may be preferred, depending on the specific requirements of the role and the organization.
Experience:
Candidates should have a minimum of 7-10 years of experience in leadership roles within international humanitarian and development contexts. Experience in the LAC region is particularly valuable, as is familiarity with the operational challenges and opportunities present in this area.
Languages:
Fluency in English and Spanish is mandatory for this position, as effective communication across languages and cultures is essential. Proficiency in French is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders.
