Job Overview:
The Regional Program Operations Director position at CARE is a Senior Leadership role that plays a crucial part in transforming the program operations across the East and Central Africa (ECA) region. This position is responsible for ensuring that CARE's humanitarian and development efforts are delivered in a timely, effective, and sustainable manner. The director will lead strategic initiatives and provide operational oversight for nine country offices, ensuring that CARE's mission is executed with excellence and adaptability. Duties and Responsibilities:
The key responsibilities of the Regional Program Operations Director include spearheading the development and execution of strategies that align regional program operations with CARE’s global vision and the CARE 2030 agenda. The director will collaborate closely with the Regional Director and the Director of Program Quality and Impact to ensure that country strategies are aligned with regional and global priorities. Additionally, the director will lead and communicate CARE’s strategic objectives, ensuring that Country Programs are equipped with robust operational frameworks to adapt in both Emergency and development contexts. The role also involves fostering strong partnerships with CARE Member Partners to enhance service delivery and regional cooperation. Furthermore, the director will identify and mitigate operational risks in program implementation, partner with internal stakeholders to ensure safety and security protocols are embedded in all program designs, and oversee compliance with legal registrations and donor requirements. The director will provide strategic oversight for high-value contracts and grants, support country offices in responding effectively to humanitarian emergencies, monitor and evaluate program performance, and mentor first-time Country Directors to foster leadership growth.
Required Qualifications:
Candidates for the Regional Program Operations Director position must possess a Master’s degree or equivalent, along with 10-15 years of senior leadership experience in relevant fields. A proven background in development and humanitarian contexts is essential, with at least 7-10 years of experience in country management roles within large-scale international non-governmental organizations (INGOs). In-depth experience working within the African continent and at senior levels in global organizations is also required. A strong commitment to organizational learning, Change Management, and people development is crucial, as well as demonstrated success in coaching leaders and leading organizational transformation initiatives.
Educational Background:
The educational background required for this position includes a Master’s degree or equivalent in a relevant field. This advanced education is essential to equip the candidate with the necessary knowledge and skills to navigate the complexities of program operations in humanitarian and development contexts.
Experience:
