Job Overview:
The Regional Manager – Ethics will serve as the primary contact for one or more regions regarding Fraud Risk Management, which encompasses prevention, detection, and response strategies. This role involves providing continuous support to Country Programs (CPs) on fraud prevention and leading a team of investigators, trainers, and fraud specialists. The manager will coordinate investigations, ensure compliance with CRS policies and Local Laws, and develop strategies to enhance internal controls and operational efficiency. The position requires a proactive approach to managing fraud risks and fostering a culture of ethical conduct within the organization.

Duties and Responsibilities:
The Regional Manager will be responsible for managing and coordinating investigations across Country Programs, ensuring adherence to the CRS Fraud Allegation Management Policy and Procedures. Key responsibilities include engaging with CP and Regional staff to assess complaints, formulating investigation plans, and preparing comprehensive reports with actionable recommendations. The manager will provide ongoing support during investigations, oversee the workflow of individual cases, and ensure timely resolution. Additionally, the role involves conducting onsite reviews of fraud prevention processes, providing technical advice to strengthen internal controls, and contributing to the development of agency-wide policies and Training Programs. The manager will also be involved in Knowledge Management activities, collecting and analyzing data, and sharing best practices.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Accounting, Business Administration, or a related field, with a preference for an MBA or a master’s degree in the same disciplines. Professional certifications such as CIA, CFE, or CPA are strongly preferred. A minimum of seven years of relevant work experience is required, ideally within an international organization, with at least five years in a leadership role involving audits, investigations, or financial reviews. Extensive knowledge of major public donors and experience in training and mentoring staff are also essential.

Educational Background:
The position requires a Bachelor’s degree in a relevant field, with advanced degrees such as an MBA or a master’s in a related discipline preferred. Professional certifications like CIA, CFE, or CPA are highly desirable, indicating a strong foundation in accounting and fraud risk management.

Experience:
The ideal candidate should have a minimum of seven years of related work experience, with a significant portion of that time spent in leadership roles involving audits, investigations, or financial reviews. Experience working with international organizations and major public donors is crucial, as is a background in training and mentoring staff.

Languages:
Fluency in both written and spoken English and French is mandatory for this position, ensuring effective communication across diverse teams and stakeholders.
