Job Overview:
The Regional Intersection Learning and Development (L&D) Officer will play a crucial role in enhancing the capabilities of the workforce within the region. This position is designed to ensure that the L&D strategies align with the operational needs of MSF missions. The officer will act as the primary contact for L&D activities, facilitating effective communication between the L&D department and various teams within the organization. The role involves developing and coordinating Training Programs, mentoring initiatives, and Mapping learning opportunities to support the professional development of staff. The officer will also be responsible for promoting Knowledge Sharing and collaboration among different missions and sections, ensuring that the learning and development needs are met efficiently and effectively.
Duties and Responsibilities:
- Serve as the main point of contact for L&D activities in the region, establishing effective connections between the L&D department, HR teams, and other stakeholders.
- Provide strategic and functional expertise in learning and development to plan and implement processes that foster a diverse and skilled workforce.
- Develop and coordinate efforts among internal and external stakeholders to identify training needs and learning opportunities.
- Build a regional learning and development offer tailored to staff needs, enhancing mentoring capabilities.
- Map learning opportunities and partnerships at the regional level, identifying common training needs and proposing synergistic solutions.
- Strengthen MSF's training capacity and mentoring/coaching offerings, exploring the creation of a mentorship system.
- Collaborate with training managers to define training programs in English and French that meet operational needs.
- Ensure teams have quick access to learning tools and resources.
- Foster networking and cooperation among missions and external institutions. 1
- Contribute to the development of tools and processes that facilitate staff learning and development. 1
- Participate in relevant working groups and assist in testing new initiatives. 1
- Promote the use of generic learning principles and standards for existing interventions. 1
- Provide technical supervision for L&D teams in Dakar. 1
- Monitor and evaluate training needs and propose actions aligned with the regional vision. 1
- Conduct field visits to support HR and GPP, updating knowledge of medical and operational contexts.
Required Qualifications:
- Strong interest in education sciences/pedagogy, with a degree preferred but significant experience/expertise required.
- Field management experience, preferably within MSF or similar NGOs.
- Project Management experience is an asset.
- Experience in Human Resource development is a plus.
- Proficiency in computer skills, particularly in Word, PowerPoint, and Excel.
- Bilingual in French and English, both written and spoken.
Educational Background:
- Bachelor’s or Master’s degree in Education and/or technical training in education, instructional Design, or pedagogy.
- Knowledge of adult learning principles and their application in Program Design and development.
- 2 to 5 years of experience in training and development roles, preferably in international and multicultural contexts.
- Experience in Online Learning is an asset.
Experience:
The position requires 2 to 5 years of relevant experience in training and development, ideally in international settings. Candidates should have a background in managing educational programs and a strong understanding of adult learning principles. Experience in project management and human resource development will be beneficial.
Languages:
Mandatory languages for this position are bilingual proficiency in French and English, both written and spoken. Additional languages may be considered an asset but are not required.
Additional Notes:
This is a full-time position (100%) based in Dakar, Senegal. The start date is as soon as possible. The contract is a permanent contract under Senegalese Law, with salary information available upon request. The position is classified at Level 11 of the MSF Senegal salary scale.
