Job Overview:
The Référent·e Bailleurs is a key technical reference for the Responsible/Chargé.es Relations Bailleurs working in the intervention countries of Desk 2, which includes Burkina Faso, Mali, Mauritania, and the Central African Republic. This position involves managing funding for these countries, providing Technical Support to the country-level teams, and conducting regular field missions based on identified needs. The role also includes advising on project development and strategy, ensuring that project proposals meet operational strategies and donor requirements, and maintaining strong relationships with donors while ensuring compliance with contractual obligations. The Référent·e Bailleurs will also play a crucial role in the search for new funding opportunities and will be responsible for overseeing the preparation of narrative reports for donors and partners.
Duties and Responsibilities:
- Manage funding for Desk 2 countries, providing technical support to country-level Responsible/Chargé.es Relations Bailleurs.
- Conduct regular field missions to assess needs and support project implementation.
- Assist in producing high-quality project proposals and concept notes in line with operational strategies.
- Advise coordination teams on project development and strategy.
- Review and validate project proposals to ensure they meet technical and operational standards.
- Supervise Contract Management and ensure compliance with donor regulations.
- Support the drafting of narrative reports in accordance with contractual requirements.
- Facilitate the search for new funding opportunities and maintain knowledge of humanitarian contexts.
- Maintain relationships with donors and provide regular updates on ongoing operations. 1
- Participate in training and awareness sessions on prevention measures against abuse and exploitation.
Required Qualifications:
A minimum of 3 years of experience in managing funding contracts and writing concept notes, proposals, and reports in a humanitarian context. Familiarity with the processes and rules of major donors such as ECHO, BHA, DUE, AFD, and UN agencies. Strong understanding of health and Nutrition projects. Experience in supporting and training country-level Responsible/Chargé.es Relations Bailleurs. Excellent written and oral communication skills in both French and English are essential.
Educational Background:
A relevant degree in International Relations, humanitarian studies, public health, or a related field is preferred. Additional certifications in project management or Donor Relations would be advantageous.
Experience:
Candidates should have at least 3 years of experience in contract management and proposal writing within a humanitarian framework. Experience in health and nutrition projects is highly desirable, along with a proven track record of working with international donors and understanding their requirements.
Languages:
Fluency in French is mandatory, and proficiency in English is also required. Knowledge of additional languages relevant to the intervention countries would be considered an asset.
Additional Notes:
This position is a permanent contract with a 3-month probation period that can be renewed once. The salary is approximately 1,574,033 FCFA gross per month. Benefits include five weeks of paid vacation per year, school coverage for dependent children within ALIMA's limits, and comprehensive health coverage for the employee and their dependents. For international recruits, two round trips per year to the country of residence are covered, including one for dependents, along with an initial installation allowance in Dakar.
