Job Description

The Pacific Labour Facility (PLF) facilitates seasonal and longer-term work opportunities for Pacific workers in Australia. It connects Australian employers with Pacific workers, supports the Administration of the Pacific Labour Scheme and provides targeted support to the Seasonal Worker Programme.

About the Role

The Quality, Learning & Performance (QLP) Coordinator will support the National Directorate for External Employment (DNEE) at the Secretariat of State for Vocational Training & Employment (SEFOPE) to collect and use their own data on labour mobility. It will also assist the PLF to implement the Pacific Labour Scheme Monitoring, Evaluation, Research and Learning Framework. The role coordinates with research partners, undertakes learning activities and promotes Gender Equality, Diversity and Social Inclusion (GEDSI) objectives. The Coordinator will be supported by the PLF Quality, Learning and Performance team and managed by the PLF Monitoring and Evaluation Manager in Brisbane Australia. The role will be co-located with the PLF-LSU team at SEFOPE-Becora and will also work closely with the PLF Labour Mobility Engagement Manager and SEFOPE- DNEE staff in Dili to develop the DNEE M&E Framework and build the abilities of staff responsible for M&E on its implementation.** About you

It is essential that you have outstanding interpersonal skills and the ability to establish strong working relationships with a diverse group of stakeholders in different locations. You must have the ability to work within a Timorese Government operating context. Strong self-motivation and a high level of initiative are also important.

Your senior experience will ensure that strong monitoring and evaluation systems and processes will help inform SEFOPE and PLF decision making and provide learning for program improvement. The role would suit someone with a background in data Analysis, monitoring and evaluation and/or research, and an interest in labour mobility and its benefits for Timor-Leste.

Essential Criteria

  • Tertiary Qualifications in Social Sciences; Management; Business/Commerce; Development; Statistics or other relevant discipline and demonstrated experience working in a related field
  • Experience in qualitative and/or quantitative research and Data Analysis
  • Demonstrated technical skills in Data Collection and analysis with MS products, especially Excel
  • Familiarity with Management Information Systems related to data collection and reporting
  • Experience in managing and implementing projects
  • Demonstrated understanding of Gender Equality, Disability and Social Inclusion (GEDSI) processes, principles and practices
  • Experience and/or understanding of the Timorese Government operating context and experience working with, or fostering relationships with, other stakeholders including civil society organisations, academic institutions, private sector and development partners
  • Excellent English written and verbal communication skills for high level external engagement and report writing
  • Experience in facilitating workshops, training activities and coaching/mentoring of others.
There will be opportunities for the selected candidate to engage in learning and collaboration with QLP Coordinators based in other Pacific Island locations.
