Job Description

  The World Health Organization's Academy (‘The Academy') is a new state-of-the-art learning institution that aims to revolutionize lifelong learning for health impact and reach million learners around the world. Based in Lyon, France, the Academy hub will offer a blend of learning modalities; digital, in-person learning via the hub in Lyon or through the campus network, as well as ‘portable learning labs' designed for contexts where participants cannot travel or access the digital learning platform. The Academy is an integral part of the WHO under the management authority of the Director-General. The overall goal of the Academy is to advance the learning and human development component of WHO's General Programme of Work (GPW) and health sustainable development goals.

More specifically the Academy will:
  • Enhance the competencies of millions of people through cutting-edge digital learning and hybrid learning, including leaders, practitioners, catalysts and lay people.
  • Transition the WHO to a learning organization and strengthen the competencies of over 7,000 staff to advance the WHO priorities and goals.
  • Improve the effectiveness, efficiency and impact of lifelong learning supported by WHO across three-levels of the organization.
The WHO Academy will deliver advanced digital and in-person learning to WHO workforce, Health Policy practitioners, health workers and other individuals. The Academy will be officially launched in May 2021 as a globally accessible school for the future which combines the latest technologies in digital and remote learning with advancements in adult learning science to offer innovative, personalised and multilingual learning that meets priority needs.

DESCRIPTION OF DUTIES

  • Direct the quality management policy and systems for the Academy.
  • Develop and continuously improve the Academy's standards, policies and quality Management Systems.
  • Support the Academy Quality Committee and Committee Chair in preparing and facilitating Committee meetings, prioritizing recommendations, monitoring and reporting on implementation.
  • Apply agile project management methods and tools to the planning, risk assessment, operationalizing and reporting of quality management systems.
  • Lead the evaluation and quality improvement of Academy structures and processes for business, learning, course delivery, operations and user experience in collaboration with Academy units.
  • Manage the Data Collection planning and implementation, data governance and benchmarking processes to review and improve performance against Academy standards.
  • Support Academy units and key stakeholders in implementing and operationalizing the Academy quality standards.
  • Offer strategic advice, coaching and support Capacity Building to improve quality management and performance against Academy standards.
  • Investigate and analyze quality improvement concerns and work with relevant Academy units and other key stakeholders to Design, implement and evaluate corrective action plans.
  • Disseminate performance, process, and quality improvement information and guidance to key stakeholders.
  • Guide the development, improvement and Analysis of data to review performance against Academy standards.
  • Analyze and identify personnel, equipment and technology resource needs to leadership to improve quality.
  • Conduct timely reporting to Management on the performance of WHO Academy Quality Management Framework and initiatives and provide solutions and recommendations accordingly.
  • Manage the subunit area of work in delivering its objectives through efficientsmall team management, by optimizing the programme's deliverables in line with the mandate of the Organization.
  • Develop and monitor work plans and budgets for the team's activities and follow upon the implementation of planned activities.
  • Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced university degree (Master's level or above) in the area of Business, Administration, Management, Quality Assurance, Education or related field relevant to the functions of the position.

Desirable: Certification or training in Quality Assurance or risk assessment.

Experience

Essential: At least 7 years of relevant experience working in the field of quality assurance and risk assessment in a large international organization or corporate setting. Demonstrated exposure at the international level.Candidates will be expected to demonstrate: At least three years of expertise and experience in designing, implementing and/or managing quality management and/or regulatory systems for continuing professional development and/or lifelong learning At least five years of expertise and experience in developing and implementing continuing professional development and/or lifelong learning frameworks with regulated professions Desirable: Management experience of small teams. Experience within the context of lifelong learning and/ or digital learning courses.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3296 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
