Project Summary:

The purpose of Afghanistan Monitoring, Evaluation and Learning Activity (AMELA) is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes.

The Strengthening Watershed and Irrigation Management (SWIM) activity is a USAID-funded to support Afghanistan's National Water Law and the National Irrigation Plan. SWIM operates in Badakhshan, Baghlan, Balkh, Jawzjan and Samangan provinces in northern Afghanistan. At the national level, SWIM supports the Afghanistan Ministry of Agriculture, Irrigation, and Livestock (MAIL) and the National Water Affairs Regulatory Authority (NWARA) to implement the Government of Afghanistan's Water Law and the National Irrigation Plan, and the National Environmental Protection Agency (NEPA).

Position Summary:

The Qualitative Expert will work on the assessment of the SWIM Activity. Under the direction of the Assessment Team Lead, the Qualitative Expert will play a lead role in the collection and Analysis of the qualitative data and report drafting. This is a short term position with an estimated level of effort of 78 days over the next seven to eight months with one potential trip to Kabul, Afghanistan.


  • Assist the Team Lead as directed in the implementation of the qualitative Data Collection, the analysis phase and then drafting the final report
  • Oversee quality control of qualitative data and overseeing the interview process
  • Conduct interviews as needed
  • Oversee the training of qualitative study team members
  • Integrate qualitative findings with quantitative data
  • Ensure the integrity of the overall data collection approach, including data collection for crop yield estimates
  • Lead the analysis of the qualitative data, including finalizing the qualitative analysis plan as needed, developing the qualitative analytical framework, coding of transcripts, and drafting key findings
  • Participate in the analysis workshop
  • Draft the final report

  • Master's degree in social sciences, international development, or in a related field, preferably agriculture-centric required
  • Minimum of five years of experience in Agriculture Programming in Afghanistan, and experience with data collection in the Afghan agriculture sector
  • Minimum of five years of experience in qualitative data collection and research
  • Relevant experience in writing analytical and research reports that are objective and evidence-based
  • Strong team player with client-oriented skills
  • Willingness to travel to Afghanistan if needed
  • Experience working in Afghanistan or similar development environments preferred
  • Oral and written English fluency are required
