Job Description

This position is located in the Women’s Human Rights and Gender Section, Rule of Law, Equality, and Non-Discrimination Branch, Thematic Engagement, Special Procedures and Right to Development Division of the Office of the High Commissioner for Human Rights (OHCHR), Geneva. The incumbent reports to the LGBTI cluster lead, Women’s Human Rights and Gender Section.

Responsibilities

Within delegated authority, the Public Information Officer will be responsible for the following duties: • Monitors and maintains the website of the UN Free & Equal campaign, preparing new material for inclusion and review, and carries out updates.

• Ensures implementation of OHCHR’s UN Free & Equal campaign on the human rights of LGBTI people at global level and national campaigns and activities, to include drafting and implementing information strategies, coordinating efforts, monitoring and reporting on progress, taking appropriate follow-up action, and analyzing the outcome, monitoring expenditure, carrying out procurement and contracting, managing consultants and contractors.

• Monitors and analyzes current events, public opinion and press, identifies issues and trends in relation to LGBTI people, and advises management on appropriate action/responses.

• Undertakes activities to implement the UN Free & Equal campaign, to include implementation of a media strategy and action plan, initiating pro-active media outreach efforts through use of social Media Platforms including Twitter, Facebook and Instagram, disseminating materials and consulting on approach/story angle and other information requests, undertaking appropriate follow-up action and analyzing and reporting on the impact of the campaign.

• Produces or oversees production of a specific type or types (e.g. web, graphic, video, print, broadcast, etc.) of information communications products of the UN Free & Equal campaign (e.g. feature articles, speeches, booklets, brochures, backgrounders, audio-visual materials, etc.), to include proposing topics, undertaking research, determining appropriate medium and target audience, preparing production plans, writing drafts, obtaining clearances and finalizing texts, editing copy, and coordinating design approval, printing procedures and distribution.

• Provides support to OHCHR and UN field presences with planning and implementing campaign events, web and social media presence, ensures Coordination, quality control and reporting.

• Maintains professional relationships with civil society, contractors, artists, donors, UN partners, Member States, journalists and other key external constituencies, as well as liaises closely with OHCHR field presences and headquarters.

• Initiates and sustains professional relationships with key constituencies.

• Acts as focal point on specific issues, including website development, IT measures and Data Visualization, monitoring and reporting on developments, responding to inquiries, etc.

• Participates in selecting the information transmitted to key constituencies.

• Provides guidance to, and may supervise, more junior staff.

• Performs other related duties as assigned.

Education

Advanced university degree (Master’s degree or equivalent degree) in communication, journalism, international relations, public Administration or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in public information, journalism, international relations, public administration or related area is required.

Experience managing social media campaigns in the context of intergovernmental human rights mechanisms is desirable.

Experience in graphic design and/or audio-visual production is desirable.

Experience related to the human rights of LGBTI people is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of Spanish is desirable. Knowledge of another UN official language is also desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
