UN Office of the High Commissioner for Human Rights
Org. Setting and Reporting
This position is located in the country Office of the High Commissioner for Human Rights (OHCHR), Phnom-Penh, Cambodia. The incumbent will report to the Deputy Representative.
Within delegated authority, the Public Information & Communication Officer will be responsible for the following duties:
• Undertake activities to promote media coverage (e.g. press conferences, press releases, interviews, press seminars and other special activities) of priority issues and/or major events, to include development of a media strategy and action plan, initiating pro-active media outreach efforts, proposing and arranging press conferences/media coverage, disseminating materials and consulting with press on approach/story angle and other information requests, undertaking appropriate follow-up action and analyzing and reporting on the impact of coverage;
• Develops and produces multi-media content and features in line with OHCHR Cambodia’s communication strategy. Conceptualizes and produces material for information campaigns, such as radio programmes, documentaries, audio-visual presentations and interactive website content and features. Develops and produces other information communications products such as press releases, media packets and reports, brochures, briefings, newsletters, etc.;
• Monitors and analyzes current events, public opinion and press, identifies issues and trends, and advises on appropriate action/responses;
• Produces or oversees production of a specific type or types (e.g. print, broadcast, etc.) of information communications products (e.g. press kits, press releases, feature articles, speeches, booklets, brochures, backgrounders, audio-visual materials, radio and TV news stories, social media etc.), to include proposing topics, undertaking research, determining appropriate medium and target audience, preparing production plans, writing drafts, obtaining clearances and finalizing texts, editing copy, and coordinating design approval, and distribution;
• Assists the assessment of perceptions about the work of the Office and helps make recommendations for appropriate action;
• Develops content for and maintains appropriate and timely web and social media outreach;
• Initiates and sustains professional relationships with key constituencies; represents OHCHR in the UN Country Team Communication Group
• Acts as focal point on specific issues, monitoring and reporting on developments, responding to inquiries, etc.;
• Organizes the distribution of information material to target audiences;
• Oversees or participates in the organization of diplomatic meetings, conferences, seminars, press briefings, interviews, etc.;
• Responds to a variety of inquiries and information requests internally and externally; prepares related correspondence;
• Manages the Information & Communication unit of the country office. Prepares, manages and reports on projects, budgets and monitoring arrangements to support the country office’s information and communication action plans. Oversees operations of the country office’s library and resource center operations, including inventory, stock management and distribution of OHCHR publications, to ensure that adequate library services are provided to clients;
• Provides guidance to and supervises junior staff;
• Performs other duties as assigned.
• PROFESSIONALISM: Knowledge of the different United Nations human rights mechanisms. Knowledge of the full range of communications approaches, tools, and methodologies essential to planning and executing effective campaign strategies and programmes, e.g. campaign management, media operations, marketing and promotion, audience outreach, message targeting. Ability to rapidly analyze and integrate diverse information from varied sources. Ability to identify public affairs issues, opportunities and risks in an international environment. Ability to diplomatically handle sensitive situations with target audiences and cultivate productive relationships. Knowledge of relevant internal policies and business activities/issues. Ability to produce a variety of written communications products in a clear, concise style. Ability to deliver oral presentations to various audiences. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Advanced university degree (Master’s degree or equivalent degree) in communication, journalism, international relations, or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
A minimum of five years of progressively responsible experience in public information, journalism, international relations, or related area is required. Experience with media at the international level is required. Experience with the United Nations common system is required. Experience in communication in a field context is desirable. Experience with human rights organisations is desirable.
Experience working in social media is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French or Khmer is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
