OVERVIEW OF THE FUNCTIONS OF THE POST Under the overall authority of the Assistant Director-general for Education, with guidance from the Director of the Institute for Capacity Building in Africa (IICBA), and under the direct supervision of the IICBA Senior Education Programme Specialist and the Hub Management Team Leader; the incumbent will be responsible for strengthening the implementation of the Anglophone Africa Regional Knowledge and Information Exchange (KIX) Hub and its programme activities. This will be accomplished through the development and implementation of a robust Monitoring and Evaluation (M&E) framework for the KIX hub and ensuring that it is fully implemented in collaboration with all of the Consortium Partners (CPs) involved in the project, namely IICBA, UNICEF and the African Union. The purpose of KIX Hub is to collect, generate, exchange and facilitate effective use of data, knowledge and innovation for education policy formulation and implementation among 19 Anglophone African countries in six thematic areas, namely (i) strengthening learning assessment systems, (ii) improving teaching and learning, (iii) strengthening early childhood care and education, (iv) achieving gender equality in and through education, (v) leaving no one behind, and (vi) meeting the data challenge in education.

The incumbent will be responsible for supporting the implementation of research, development of comprehensive and accurate Data Collection, Analysis, reporting and identification of M&E good practices to be shared across Developing Country Partners (DCPs).

MAIN DUTIES AND RESPONSIBILITIES

The National Project Officer will be expected to perform the following duties:

1) Programme and Technical Support

  • Coordinate the implementation of the Monitoring and Evaluation portfolio of the Anglophone Africa Regional Knowledge and Information Exchange (KIX) Hub and its programme activities;
  • Ensure that the KIX hub programs and activities are monitored and results are easily measurable and reported against set indicators as per Results framework for the baseline data, mid-term review and end of project evaluation;
  • Analyse emerging data needs and initiate/coordinate operational research activities linked to the KIX Hub Program delivery;
  • Prepare reporting templates for all KIX hub project activities for the consortium partners and staff and provide clear and detailed guidance to project staff on how to report the implementation of their activities;
  • Assist in the preparation of work plans for monitoring the progress and evaluation of impact of the project;
  • Collate, consolidate and prepare M&E reports ensuring that they are submitted on time;
Long Description
  • Extract lessons learnt, share knowledge and support the dissemination of good practices, and formulate recommendations to improve overall programme planning, implementation and evaluation of Anglophone KIX hub’s activities in the region;
  • Ensure that the evidence derived from the programme as well as research and lessons learnt are increased, utilized and are effectively disseminated to all staff and all relevant stakeholders to ensure fine-tuning of project implementation;
  • Provide quality assurance through the development and implementation of an M&E Operations and Reporting Manual for the KIX Hub.
2)  Orientation training, support and professional development

  • Provide technical support, capacity building and mentorship to KIX hub focal points and partners on research, programme planning, implementation and evaluation as need arises and in line with the KIX Hub  thematic areas;
  • Provide technical support and guidance to member states to improve and devise innovative ways to scale up the key lessons learnt from KIX hub best practices on knowledge and information exchange so as to improve evidence based policy development and implementation along the KIX hub thematic areas.
Long Description 3) Liaison with UNESCO structures and partners

  • Support UNESCO’s strategies on knowledge management and information exchange in line with SDG4 – Education 2030 and the AU (2063) agenda amongst the KIX hub Member States;
  • Liaise and maintain relationships with concerned partners (AUC, UNICEF etc) ensuring linkages with other project activities;
  • Perform any other duties as may be required by his/her supervisor and IICBA’s Director.
4) Planning, Research, M&E and Reporting

  • Coordinate and implement the research agenda for the KIX Hub and any other related research for UNESCO and IICBA as need arises based on emerging issues;
  • Support KIX hub focal points to implement KIX hub activities in line with results based M&E;
  • Prepare updates and contribute to the development of the KIX Hub annual and biannual reports.

REQUIRED QUALIFICATIONS Education 
  • Advanced University degree (Masters or equivalent) in Monitoring and Evaluation, and Project Management.
Work experience
  • At least four to seven years of relevant experience in Results based Monitoring and Evaluation and management acquired at national and/or international level, in one or more of the following themes: Education policy formulation, project management, knowledge and information management or any related area.
Skills and competencies

  • Good writing and researching skills;
  • computer literacy (statistical packages such as SPSS and STATA, Microsoft Office Suite, GIS (Mapping) packages.
Languages

  • Excellent knowledge of English (oral and written).
DESIRABLE QUALIFICATIONS Work Experience
  • Strong experience and understanding of the Africa region and the education sector;
  • Thorough professional knowledge and experience on teacher training and Curriculum Development;
  • Proven experience on implementing monitoring and evaluation for education programs, including issues related to education, teacher eduction, early child good education and gender equality;
  • Experience in the design and use of digital tool and online tools for research.
Skills and competencies
  • Excellent organizational, networking and partnership building skills;
  • Good computing skills with excellent writing skills;
  • Excellent communication and interpersonal skills, tact and diplomacy; and
  • Ability to multi-task, prioritize and deliver to deadline, as well as work under pressure;
  • No staff-management required in this post. Management of delegated tasks and time-management required in addition to any necessary ongoing empowering and support to other team members including interns.
Languages
  • Knowledge of another official UNESCO languages (Arabic, Chinese, French, Russian or Spanish);
  • knowledge of a local language.
