Since the start of the Syrian crisis in 2011, the UNCT has predominantly focused its efforts on delivering lifesaving humanitarian assistance to affected communities in the framework of the Humanitarian Response Plan (HRP). To underpin these efforts, the UNCT has gathered data on humanitarian needs continuously identifying, measuring, and assessing humanitarian needs across the Whole of Syria in a structured and systematic manner. As the crisis nears its tenth year, there is growing consensus within the UNCT and among key partners of the need to increasingly scale up activities under the third strategic objective of the HRP focused on resilience and Early Recovery.

This surge calls for accompanying efforts to bolster the UNCT’s ability to systematically collect and analyze reliable and timely data on early recovery and socio-economic dynamics at the local level across the Whole of Syria. Enhanced data and joint Analysis on socio-economic trends – including dynamics related to inequalities and protection - at the subnational level will help the UNCT and its partners better target and Design scaled up early recovery and resilience programming, ensuring that the latter contributes to social cohesion and socio-economic stabilization.

To this end, UNDP is launching a new knowledge management and research project: Strengthening the evidence base for more effective resilience and early recovery programming in the Syrian Arab Republic.” The Project aims to reinforce the evidence base for gender- and context-sensitive resilience and early recovery programming in Syria. The Project will launch new research and analysis efforts all while improving the management of data and analysis already existing within UNDP Syria and key partners.

Under the overall guidance of the senior management and direct supervision of the Strategic Planning and Policy Team Leader, the Project Manager will manage the Project, ensuring the knowledge generated is strategic, high-quality and informs policy and programming discussions in UNDP and beyond. He/she will also ensure that the Project produces the expected results within the specified time and costs.

Duties and Responsibilities

The Project Manager will be responsible for a wide variety of activities related to coordinating UNDP’s knowledge generation and dissemination efforts in various fields of interest to early recovery and resilience programming in Syria. He/she will: Lead efforts to develop a strategic research agenda on early recovery and resilience for UNDP Syria in consultation with UNDP management, programmes, area offices and partners:
  • Regularly convene and facilitate a Strategic Research Task Force that brings together key actors within UNDP and across partners to determine the Project’s research and analysis priorities and products.
  • Undertake frequent consultations with stakeholders beyond the Strategic Research Task Force to inform the Project’s research and analysis priorities and products.
  • Generate proposals and recommendations for the Early Recovery Advisor and UNDP management on the Project’s research and analysis priorities and products.
Ensure the generation of high quality, strategic knowledge products that help better design and target context- and gender-sensitive early recovery interventions in Syria:
  • Support UNDP programmes, projects, area offices and partners in designing sound research and analysis products, including the design of data generation and collection processes.
  • Facilitate contracting of national and international consultants to generate priority research and analysis, including the formulation of ToRs and the identification of appropriate expertise and skills.
  • Liaise and supervise, together with the relevant UNDP unit or partner, national and international consultants to ensure quality of delivered products.
Facilitate the management and exchange of knowledge within UNDP Syria and between UNDP Syria and its partners:
  • Building on existing systems, design and implement a robust and comprehensive UNDP Syria knowledge management system to internally manage, organize and connect UNDP Syria knowledge products, including those generated by the Project.
  • Design and facilitate, together with relevant UNDP units, internal and external platforms for the strategic exchange and dissemination of Project knowledge products. This may include internal/ external on-line platforms for select partners, the facilitation of workshops, conferences, and Communities of Practice, etc., depending on the strategic objective of a specific knowledge area/ product.
  • Establish and maintain good working relationships with the relevant partners who are the principal counterparts for the project.
  • Identify and work with key partners/stakeholders to ensure synergies with other projects/initiatives and to avoid duplication of activities among actors.
Ensure effective planning, budgeting, and implementation of the Project:
  • Lead in the programmatic and Financial Management of the Project in accordance with UNDP rules and regulations.
  • Prepare and implement the Project’s annual and quarterly work plans and organize project board or management meetings, as applicable, to obtain their approval.
  • Conduct regular monitoring to ensure achievement of targets and impact in line with the Project’s annual work plan, goals, outcomes and performance indicators as well as to update management risk status.
  • Track the identified risks, identify and analyze new risks, and evaluate the effectiveness of the risk response throughout the project.
  • Lead monitoring, quality Data Collection and timely submission of technical and progress reports to the donor, partners, and UNDP
  • Prepare high quality and results oriented progress reports including financial reports to donors on a timely basis.
  • Perform Project Manager duties on UNDP’s ERP (ATLAS) in line with the programme and operations policies and procedures as outlined in the delegation of authority for Project Managers.
  • Initiate and maintain partnerships with development partners, government institutions, private sector, civil society and other stakeholders to contribute to the achievement of Project results.
  • Build project reputation for quality design, reliable delivery as well as integrity and accountability.
  • Identify opportunities for mobilizing additional resources for the Project.

Required Skills and Experience

  • Advanced (Masters) University Degree in economics, political or social sciences or a related field. PhD is an advantage.
  • A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least 5 years of progressively responsible experience at the national or international level in a research-oriented role in an NGO, academia, journalism or an international organization is required; experience conducting social or Economic Research is required; expertise in social science research methodologies will be an advantage.
  • Advanced use of Microsoft Office and experience in handling web-based information Management Systems is required
  • Experience working in a multi-national setting with people from different cultural backgrounds is an advantage.
Language Requirements:
  • Excellent proficiency in English and Arabic.
