Job Description

USAID/Uganda is seeking qualified candidates for the position of Personal Services Contractor (PSC) – Project Management Specialist (East Africa Community (EAC) Integration and Trade Policy) ELIGIBLE OFFERORS: “Cooperating Country National” shall mean the individual engaged to serve in the Cooperating Country under this contract.

“Cooperating Country” shall mean the foreign country in or for which services are to be rendered hereunder.

Opening date: February 8, 2021 Closing date: March 9, 2021 USAID/Uganda is seeking for qualified individuals to fill the Project Management Specialist (East Africa Community (EAC) Integration and Trade Policy) position.

The Specialist is responsible for participating with other senior advisors and officers in the Design, development, and management of USAID/Uganda (“Mission”) trade sector plans and programs to support trade expansion within Uganda and East Africa, between Uganda and the United States and other countries. The Specialist reports to the USAID/Uganda Economic Growth Office (EG) Private Sector and Policy Unit Leader.

The Specialist will manage USAID/Uganda’s engagement on all trade-related activities, a major trade development implementer in the EAC. Engagements may also include serving as a member of related committees and boards. The Specialist will identify, develop and direct technical assistance to Uganda as an EAC Partner State. The Specialist is responsible for designing, developing and managing trade activities which will complement existing USAID/Uganda activities, particularly in Agriculture, as well as the trade activities of the USAID/Kenya and East Africa regional mission. USAID/Uganda will also promote trade in high-potential sectors such as financial and business services. The specialist will work in partnership with other U.S. government offices and agencies to develop sector specific strategies for expanding trade and investment in Uganda.


A Bachelor’s degree in a relevant field such as agriculture, trade, economics, business, international development or a closely related field is required. A Master’s or PhD in these fields is advantageous.


--Minimum five (5) years of progressively responsible, professional-level experience in a trade related work including policy, customs, transport/Logistics and trade promotion is required.

--The experience must have provided the opportunity for development of trade policy reform and promotion, regional trade integration and trade Program Design and implementation work.

--At least two years of this experience should have been in development-related trade work for USAID, other donor agencies, GoU organizations, or private-sector institutions which included trade project design, trade performance monitoring, and/or the Analysis and interpretation of trade data and trends.
