Job Overview:
The Project Finance Analyst plays a crucial role in the effective delivery of financial services and the transparent utilization of financial resources for the Governance for Resilience (Gov4Res) Programme. This position is responsible for managing the finances of the project, ensuring compliance with UNDP financial rules and regulations, and providing high-quality technical financial advice to the Programme Manager and other staff members. The analyst will contribute to the formulation and Design of the programme, prepare and revise project Annual Work Plans (AWPs), and ensure timely updates of UNDP’s results-Management Systems. The role requires proactive involvement in day-to-day project implementation, ensuring that all financial transactions are compliant with established guidelines and that adequate financial controls are in place. The Project Finance Analyst will also facilitate efficient administrative operations and support knowledge building and management within the project.

Duties and Responsibilities:
The Project Finance Analyst will be responsible for a wide range of duties including: leading Analysis" id="link" class="link">Financial Analysis and oversight for all resources managed by Gov4Res; providing technical financial advice; formulating and designing the programme; preparing budget estimates and revisions; ensuring compliance with ICF and UNDP Financial Rules and Regulations; maintaining a Document Management system; performing account reconciliations; preparing financial oversight reports; facilitating audits; monitoring project resource balances; preparing donor reports; providing training for team members; and supporting procurement processes. The analyst will also act as a focal point for project partners' financial and operational issues and ensure that all project transactions are properly authorized and documented.

Required Qualifications:
Candidates must possess a professional accounting qualification from an internationally accredited institute of accountancy, and/or an Advanced (Master’s) University Degree in Finance and/or Accounting. Alternatively, a first-level university degree (bachelor’s degree) combined with two additional years of qualifying experience will be considered. Candidates with professional accounting qualifications will have a distinct advantage. Those without professional qualifications but with degrees in accountancy or finance must complete the Finance Training and Certification Programme (FTCP) if recruited. Candidates with an MBA or master's in finance without accountancy qualifications must successfully undertake the UNDP Advanced Accountancy and Finance Test (AAFT) to be eligible for shortlisting.

Educational Background:
A professional accounting qualification from an internationally accredited institute of accountancy is required, or an Advanced (Master’s) University Degree in Finance and/or Accounting. A first-level university degree (bachelor’s degree) with additional qualifying experience will also be considered. Candidates with no professional accountancy qualifications must complete the Finance Training and Certification Programme (FTCP) if recruited, while those with an MBA or master's in finance must undertake the UNDP Advanced Accountancy and Finance Test (AAFT).

Experience:
The position requires a minimum of 2 years of relevant experience with a master’s degree or 4 years with a bachelor’s degree in providing financial management services. Experience with IPSAS and/or IFRS is required for external candidates. Familiarity with donor-funded projects, preparation of financial reports, and budget variance analysis is advantageous. Experience in an international setting, particularly with the UN or international organizations, is an asset, as is experience working with government counterparts to build national capacities. Candidates should demonstrate the ability to work effectively with colleagues from diverse cultures and professional backgrounds.

Languages:
Fluency in English is required, along with proficiency in Fijian and/or Fiji Hindi. These language skills are essential for effective communication within the project and with stakeholders.

Additional Notes:
The position may require travel to neighboring Pacific Islands Countries, with UNDP covering travel costs. A per diem not exceeding the United Nations Daily Subsistence Allowance will be paid for authorized travel. The role is full-time and may involve working with international partners.
