Job Description

This position is planned under the umbrella of the Technical Assistance Facility (TAF) for Newly Elected Local Government Leaders (the Facility), an intervention co-funded by the Government of Sweden and the United Nations Development Program (UNDP), and administered by UNDP.

As part of the UNDP BiH’s Local Development Program, and the Rural and Regional Development Sector’s portfolio, the Facility aims to inject speed and purpose to the implementation of the newly elected local government leaders’ reform agenda through the provision of expert technical assistance across a number of priority sectors.

Working with newly elected mayors and legislatures, the Facility will offer specialized expert assistance across four principle thematic areas:
  • Digital governance; to include improving processes and instruments in the service of better performance and enhanced transparency and accountability.
  • Service delivery and infrastructure; to include taking critically important infrastructure projects from concept to maturity, as well as helping set the service delivery agenda for the local community and introducing new service lines.
  • Financial management; to include reducing operational expenditures to create fiscal space for capital development projects as well as improving the budgeting process.
  • Local economic development; to include developing innovative entrepreneurship and employment incentive and promotion programs.
The Incumbent is expected to work directly with the recipients of technical assistance, working out of the newly established UNDP satellite office in Orašje, helping generate ownership over, and sustainability of, project results, ensuring Coordination of project deliverables with the relevant local authorities.

Duties and Responsibilities

Summary of Key Functions

  1. Provision of Technical Support in the design and delivery of project activities;
  2. Provision of support to vertical integration and strategic planning efforts;

  4. Pro-actively supporting knowledge building/sharing, networking and advocacy in the Project implementation, as well as in the broader UNDP local development portfolio
  5. Promoting gender equality in all Project activities
Functions / Expected Results

1. Provision of technical support in the design and delivery of project activities:

  • Provides technical expertise and advice related to project design and development;
  • Supports conducting of specific assessments and Analysis based on requests from relevant local authorities or other institutions and upon approval by project management;
  • Helps identify areas of critical interest for targeted support by the project, in cooperation with stakeholders;
  • Contributes to the conceptualisation and design of inidividual project activities through provision of technical inputs related to defining priority sectors, required investments, beneficiaries, standards, etc;
  • Participates in competetive beneficiary selection processes on behalf of the UNDP Project Team, to include active involvement in the evaluation committees, including conducting assessment field visits;
  • Conducts site visits and communicates findings both to project management and counterparts in partner local goverments.
2. Provision of support to vertical integration and strategic planning efforts:  

  • Together with local counterparts from partner local governments, and in concert with relevant line ministries and other cantonal institutions, identifies areas where synergies between the two levels of government can be effectivelly exploited;
  • Conducts assessments of expertise gaps in order to commission external assistance when and where needed to drive joint activities between local and cantonal governments;
  • Provides technical assistance and inputs to workshops and round tables that will be organized for local partners and project stakeholders;
  • Provides support to efforts aimed at integrating strategic planning activities between the two levels of government, in cooperation with the Integrated Local Development Project (ILDP);
  • Provides technical advice, guidance and support to institutional partners in the process of introducing new tools and solutions aimed at improving governance, service infrastructure, and quality of service delivery in general;
  • Reviews project implementation progress in consultation with beneficiaries, partners and donors.
3.Monitoring and quality assurance of activities:

  • Prepares annual and monthly workplans that set priorities, timelines, targets and standards for monitoring results;
  • Supports oversight of project activities and monitoring of progress of implementation through periodic reviews of work plans by project;
  • Together with the project team and the relevant institutional partners, as necessary, supports establishment of systems for planning, implementation, monitoring, reporting and evaluation of project activities;
  • Collects, collates and analyses performance data for the implemented projects and provide reports in line with the monitoring and evaluation framework developed for TAF project activities;
  • Monitors changes to activity risks and propose solutions to mitigate the identified risks;
  • Supports preparation of briefs on project achievements, including lessons learnt and synthesis of best practices from implementation of TAF project activities.
4.Pro-actively supporting knowledge building/sharing, networking and advocacy in the Project implementation, as well as in the broader UNDP local development portfolio:

  • Participates in the trainings relevant to the field of work;
  • When necessary, provides guidance to project staff in business processes, administrative and other requirements and procedures;
  • Supports coordination and development of knowledge products;
  • Supports sharing and scaling-up of successful Project approaches within the UNDP team;
  • Contributes to knowledge networks and Communities of Practice;
  • Supports and leads the process of peer-to-peer exchange and networking among relevant stakeholders;
  • Captures and ensures wide promotion and visibility of Project achievements, particularly with regard to success stories;
  • Provides expert advice and inputs in the design and implementation of relevant development interventions under the broader Rural and Regional Development Sector;
  • Identifies and supports the realisation of synergetic initiatives and/or contributions from various stakeholders, which add value and maximise development results.
5.Promoting gender equality in all Project activities:

  • Supports the Project Manager in ensuring gender mainstreaming throughout the Project activities, work plans, budgets, reports, research, analyses and, where specifically relevant, analyse it in detail;
Impact of Results:

The key results of the position are: 1) to have a positive and definitive impact on the efficient, effective, transparent and accountable implementation of the TAF project portfolio, and 2) to improve the level and quality of cooperation in project implementation between the two levels of government, local and cantonal.

Required Skills and Experience

Academic Qualifications/Education:


  • At least 4 (four) years of relevant professional experience in the field of project management;
  • Experience in managing complex and multi-faceted interventions;
  • Knowledge and expertise in the area of local development in BIH;
  • Familiarity with key public documents, development strategies and regulatory framework related to the operation of local and cantonal governments in BIH;
  • Understanding of development trends in BIH.
Languages Requirements:

  • Fluency in English as well as in official languages of BIH, with excellent drafting and presentation skills.
Other Requirements:

  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and ability to use information technologies as a tool and resource.
