Job Overview:
The Project Consultant will play a crucial role in overseeing the implementation of a project focused on the ethical governance of artificial intelligence in Türkiye. This position involves leading research and analytical components, preparing a policy-oriented country report, and facilitating national consultations to inform the country's AI strategy. The consultant will work closely with national stakeholders and UNESCO's Ethics of AI Unit to ensure that the project aligns with global standards and the specific needs of Türkiye. The consultant's work will contribute to building a comprehensive national AI strategy that reflects ethical considerations and promotes responsible AI governance.

Duties and Responsibilities:
The consultant will be responsible for a range of activities, including:
  • Facilitating the work of a multidisciplinary national steering committee overseeing project implementation.
  • Deploying the AI Readiness Assessment Methodology (RAM) to assess the country's institutional and regulatory readiness for AI development.
  • Preparing a diagnostic report based on the RAM outcomes.
  • Participating in national consultations to present readiness assessment results and facilitate discussions on policy priorities.
  • Drafting a final policy-oriented country report that informs the national AI strategy and outlines necessary regulatory reforms.
  • Participating in high-level National Forum on AI to showcase project outcomes. The consultant will also engage with various stakeholders to co-produce a timeline for RAM deployment and its outputs, ensuring that the project aligns with national AI policy timelines and priorities.

Required Qualifications:
Candidates must possess an advanced university degree (master’s or equivalent) in fields related to the governance of artificial intelligence, ethical implications of digital technologies, Law and technology, Computer Science, or Data Science. A minimum of five years of professional experience in the ethical, legal, social, and governance issues of AI is required, with experience in relevant government agencies being a plus. Proven experience in conducting research and Analysis, implementing programs/projects, and producing policy-oriented reports is strongly desirable. Candidates should demonstrate a very good understanding of AI governance dynamics in Türkiye, including relevant policies and institutional mechanisms.

Educational Background:
An advanced university degree (master’s or equivalent) in governance of artificial intelligence, ethical and social implications of artificial intelligence or digital technologies, law and technology, computer science, data science, computational social science, or other related fields is required for this position. This educational background is essential to ensure that the consultant has the necessary theoretical and practical knowledge to effectively contribute to the project and engage with stakeholders.

Experience:
The position requires a minimum of five years of professional experience in the ethical, legal, social, and governance issues of artificial intelligence and related digital technologies. This experience should be at both national and/or international levels, with a preference for candidates who have worked with relevant government agencies in the implementing country. Candidates should have a proven track record in conducting research and analysis, as well as implementing programs/projects related to AI governance.

Languages:
Excellent knowledge of English is mandatory for this position, as the consultant will be required to draft reports and communicate with international stakeholders. Knowledge of Turkish is considered an asset, as it will facilitate engagement with local stakeholders and enhance the consultant's effectiveness in the role.

  • The position is open to external candidates, and applicants are encouraged to submit joint applications if they wish to team up. The consultant will work remotely but may be required to travel to UNESCO and agreed locations as needed. The application process requires candidates to submit a detailed proposal, including their approach and methodology for the assignment, as well as their fee structure quoted in US dollars for a full-time commitment over the contract duration. UNESCO does not charge any fees at any stage of the recruitment process.
