 The United Nations Development Programme’s (UNDP) Flagship Portfolio on SDG16 on Peace, Justice and Strong Institutions (henceforth, the “portfolio”), aims to address governance deficits and strengthen the effectiveness of key institutions to deliver people-centered services. It also aims to build the space, capacity and trust for excluded and vulnerable groups to participate and inform policy- and decision-making, so that it meets their specific needs and interests.

In this context and under the direct supervision and overall guidance of the Portfolio Manager- SDG 16, the Project Associate will support the smooth management of the broader governance and peace building area focusing on the SDG 16 Portfolio. The Project Associate will work as part of a dynamic team, that will not only focus on the above-mentioned portfolio, but also support UNDP Sri Lanka’s overall Country Programme.

The team will comprise of individuals with a wide set of skills and knowledge, including complementary technical expertise on inter-linked thematic areas of programming, and on monitoring, evaluation, knowledge management, communications, and operations.

Duties and Responsibilities

Under the guidance and direct supervision of the Portfolio Manager, the Project Associate is responsible for provide administrative support to the SDG 16 Portfolio.

Summary of Key Functions 

Provides administrative support to the Project Implementation Unit focusing on achievement of the following results:
  • Assist in programme operations, Financial Resources management, Human Resources Management, efficient procurement and logistical services
  • Support preparation and update of project work plans, budgets and briefs and other documents as necessary
  • Provide logistical support for Project Board meetings, workshops, and other meetings as tasked by the project
  • Maintain up-to-date files and records of project documentation
  • Support the timely preparation and submission of progress reports, project reviews, financial reports, audit reports, programme evaluations, and any other required project reports
  • Provide support to international consultants in the implementation of assigned tasks for the achievement of project results (communication, contracts, agenda, visas, logistics etc)
  • Assist in procurement processes; assist the Project Management Unit in preparation of ToRs for consultants and service provider contracts
  • Maintain documents and support audits
  • Support forward-looking information and communication management
  • Ensure the timely and smooth implementation of all project logistics
  • Perform any other tasks assigned by the supervisor
 Impact of Results

The key results will support the smooth functioning of the finance, procurement, recruitment, logistics, transport and administrative functions of the project, in accordance with UNDP policies and procedures and donor requirements.

Required Skills and Experience

Education 

  • Secondary Education (G.C.E. Advance Level), preferably with specialized certification in Administration, Management, HR or Accounting. OR Bachelor’s degree preferably specialized in Administration, Management, HR or Accounting.
Experience

  • Minimum of 06 years’ experience with Secondary Education in supporting the implementation of projects, with preference on peacebuilding, Access to Justice and/or governance related projects.   UN related experience is advantageous.
OR
  • Bachelor’s degree with minimum of one-year experience in supporting the implementation of projects, with preference in with preference on peacebuilding, access to justice and/or governance related projects.   UN related experience is advantageous.
  • Experience in the usage of computers and office software packages (MS Word, Excel, Power Point, etc.) is a must and knowledge of database packages, experience in handling of web based management systems is preferred.
  • Experience building and maintaining partnerships with Government, other development partners and the private sector
  • Demonstrated capacity to undertake assigned responsibilities and work under pressure
  • An excellent team player
Language Requirement

  • Demonstrates strong oral and written communication skills in English, along with Tamil and/ or Sinhala
