The position is assigned in the Regional Cooperation and Operations Coordination Division (CWRC) within the Central and West Asia Department (CWRD). CWRD is responsible for maintaining client relations and delivering ADB assistance to countries in the Central and West Asia region. CWRC works with sector divisions and resident missions in preparing country partnership strategies (CPS) and country operations business plans (COBP), monitoring economic developments and outlook in the region, managing knowledge products and services, and coordinating work under the Central Asia Economic Cooperation (CAREC) Program.

Job Purpose

The Programs Analyst will support the CAREC program including technical and analytical support for processing and implementation of associated technical assistance (TAs), help organize CAREC events, knowledge products and activities. The incumbent will report to the designated International Staff and senior National Staff.


  • Assist in organizing CAREC activities and events
  • Assist in managing CAREC Secretariat consultant team both in the headquarters and the field
  • Support the coordination and associated processes for CAREC knowledge products including publication. Also support knowledge products of the division.
  • Participate and support various missions in support of CAREC and TA activities.
  • Assist in processing by (i) monitoring milestone events of TAs; (ii) ensuring that TA documents comply with ADB templates and requirements; and (iii) creating and updating e-ops, Public Information Documents on regular basis.
  • Assist in implementation of TA by (i) managing and monitoring physical progress in TA implementation; (ii) assisting in consultant recruitment, consultant Contract Management, procurement and disbursements; (iii) ensuring TA Administration requirements including financial monitoring and reporting; (iv) preparing internal memoranda and reports; and (v) maintaining related records, files, and reports.
  • Under TA administration, (i) process consultants' contract variation; (ii) review CAREC consultants' claims; and (iii) monitor consultants' contracts and output delivery.
  • Compile data and statistics on pipeline and portfolio of CAREC investments and TA.
  • Coordinate RM staff missions to HQ, including visa applications, room assignments, among others.
  • Perform other tasks as assigned and reflected in the incumbent's work plan.
Qualifications Relevant Experience & Requirements

Bachelor's degree in Economics, Finance, Business Administration, or a relevant discipline.

At least 5 years of relevant professional experience.

Experience in Event Management and coordination with multicultural and multisector teams is desirable Demonstrates knowledge and understanding of ADB's operational processes and procedures, especially those relating to TA processing and administration. Non-ADB project related experience will be considered.

Proven ability to work independently on assigned transactions, areas of Analysis and research, which have well-defined scope and steps.

Able to conduct project-related financial management and simple cost-benefit analysis to support project administration and related decision-making.

Able to set priorities for self and junior team members.

Effective report-writing and communication skills in English Proficient in spreadsheets and required information technologies.

Able to guide other administrative staff on assigned area of work.

Able to liaise and work effectively with government officials within own work location and with colleagues throughout ADB.

Able to work collaboratively with teams as a constructive team member.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
