Job Overview:
The Programme Management Officer will play a crucial role in supporting the planning processes of programs, projects, and Emergency appeals within the framework of UNRWA's strategic planning. The incumbent will be responsible for building field capacity to assess, deliver, monitor, report on, and evaluate field interventions. This position requires a strong focus on fundraising, project management, and the application of Programme Cycle Management (PCM) principles. The officer will work closely with Programme Chiefs to facilitate results-based program plans that are evidence-based and utilize logical frameworks. The role also involves overseeing the reporting and Analysis of results data, contributing to management reviews and results reporting at both field and agency-wide levels. The incumbent will coordinate various programs in the field, including health, education, protection, relief, and social services, ensuring an integrated approach to Program Management. Additionally, the officer will provide guidance to enhance project Design and management quality, manage Training Courses, and support the integration of cross-cutting themes into program planning.
Duties and Responsibilities:
- Support the planning processes for programs, projects, and emergency appeals, ensuring alignment with UNRWA's strategic frameworks.
- Build field capacity to assess, deliver, monitor, report on, and evaluate interventions.
- Develop and implement fundraising strategies, managing donor engagements and partnerships.
- Manage the application of Programme Cycle Management (PCM) in the field, supporting Programme Chiefs in all phases of PCM.
- Facilitate the development of results-based program plans using evaluations and assessments.
- Oversee the reporting and analysis of results data through the Agency Results Based Monitoring system.
- Contribute to quarterly management reviews and annual results reporting.
- Coordinate all programs in the field, ensuring an integrated approach to health, education, protection, and social services.

- Manage decentralized evaluations at the field level and support centralized evaluations agency-wide.
Required Qualifications:
- Advanced university degree (Master’s or equivalent) in programme management, public or business Administration, social sciences, or a related discipline.
- At least seven years of progressively responsible experience in programme or project management, particularly in humanitarian and Development Assistance.
- A minimum of four years of relevant international experience at a senior level.
- At least two continuous years of relevant international experience outside UNRWA and outside the country of citizenship, unless already serving as an international staff member in the UN Common System.
Educational Background:
The position requires an advanced university degree (Master’s or equivalent) from an accredited educational institution in a relevant field such as programme management, public or business administration, or social sciences. A first-level university degree combined with additional years of qualifying experience may be accepted in lieu of an advanced degree.
Experience:
Candidates must have at least seven years of progressively responsible and relevant experience in programme or project management, with a strong emphasis on Results-based Management of humanitarian and development assistance programs. Additionally, a minimum of four years of relevant international experience at a senior level is required. Candidates should also have at least two continuous years of relevant international experience outside UNRWA and their country of citizenship unless they are already serving as an international staff member in the UN Common System.
Languages:
The position requires an excellent command of written and spoken English. Proficiency in additional languages may be considered an asset, but English is mandatory for effective communication within the organization and with stakeholders.
Additional Notes:
This is a UN Regular Budget post with a contract duration of 2 years, with the possibility of further extension. The incumbent may be required to travel to UNRWA areas of operations.
