Job Overview:
The Programme Management Assistant plays a crucial role in supporting the planning and implementation of complex departmental programmes and projects. This position requires a proactive approach to research, data Analysis, and project Coordination. The assistant will be responsible for compiling and summarizing information on specific programmes, assisting in budget preparation and monitoring, and ensuring that project documents are completed and submitted for approval. The role also involves collaboration with programme managers and various organizational units to facilitate effective project implementation and reporting. The assistant will be expected to draft summaries, coordinate reviews, and maintain accurate records, all while providing general office assistance and responding to inquiries. This position is integral to the success of the ASYCUDA Programme, which aims to enhance customs operations and trade facilitation in developing countries.
Duties and Responsibilities:
The Programme Management Assistant will undertake a variety of responsibilities, including:
- Assisting in the planning and implementation of programme/project activities.
- Researching and compiling data on specific programmes/projects.
- Monitoring the status of programme/project proposals and ensuring timely submission of documents.
- Assisting in budget preparation and analysis, including reviewing submissions and proposing adjustments.
- Monitoring and evaluating programmes/projects, tracking data related to outputs and resources utilized.
- Collaborating with programme/project managers on performance reporting and ensuring compliance with reporting requirements.
- Drafting programme/project summaries and coordinating the review process.
- Serving as a focal point for coordination and monitoring of project implementation activities.
- Creating requests for meeting participants and consultants, as well as travel authorizations and expense reports. 1
- Maintaining and updating files and internal databases, generating reports and statistical tables. 1
- Assisting in the coordination of training activities and providing guidance to junior staff. 1
- Responding to complex information requests and organizing meetings and workshops. 1
- Performing other duties as assigned by the Programme Officer.
Required Qualifications:
Candidates must possess a high school diploma or equivalent. A first-level university degree or higher is preferred and may reduce the required years of experience. The position requires a minimum of seven years of experience in programme or project Administration, technical cooperation, or a related area. Experience within the United Nations system or a similar international organization is highly desirable, particularly in supporting technical cooperation programmes. Candidates should also have experience in providing guidance and training to junior staff on administrative and financial policies. Familiarity with ERP systems, such as Umoja, is an advantage.
Educational Background:
The minimum educational requirement for this position is a high school diploma or equivalent. However, candidates with a first-level university degree or higher will be given preference, as this may reduce the required years of relevant experience from seven to five.
Experience:
The position requires at least seven years of relevant experience in programme or project administration, technical cooperation, or a related area. For candidates with a first-level university degree or higher, the minimum experience requirement is reduced to five years. Additionally, at least three years of experience in supporting technical cooperation programmes within the United Nations system or a similar international organization is desirable. Experience in providing guidance and training to junior staff on administrative and financial policies is also preferred, as is familiarity with ERP systems such as Umoja.
Languages:
Fluency in English and French is required for this position, as these are the working languages of the United Nations Secretariat. Knowledge of another official United Nations language is considered desirable and may enhance a candidate's application.
Additional Notes:
The appointment for this position is for an initial period of one year, with the possibility of renewal subject to the availability of the post and budgetary approval. This position is subject to local recruitment, meaning that applicants must be authorized to work for the United Nations in Geneva.
