Job Overview:
The Programme Coordinator plays a crucial role in the Department of Programmes, which is responsible for managing and coordinating the delivery of IDLO's global Programme portfolio. This position involves supporting the implementation of various anti-corruption initiatives in the Democratic Republic of the Congo (DRC), particularly in collaboration with the Agence de Prévention et de Lutte contre la Corruption (APLC) and other justice sector institutions. The Programme Coordinator will oversee the entire Programme cycle, ensuring that projects are designed, implemented, and evaluated in accordance with IDLO's standards and procedures. This role requires strong organizational skills, the ability to manage multiple tasks simultaneously, and effective communication with both internal and external stakeholders. The Programme Coordinator will also be responsible for monitoring compliance with contracts and procedures, ensuring that quality controls are in place, and representing IDLO at various Programme events.

Duties and Responsibilities:
The Programme Coordinator's duties include supporting day-to-day Programme implementation, which involves work planning, budget management, monitoring, and reporting. The Coordinator will ensure that all project phases align with the project Design and delivery schedule, adhering to IDLO processes and procedures. They will manage the Coordination of work and information between IDLO Offices, support the development of implementation plans using standardized Programme cycle management tools, and monitor daily Programme implementation issues. Additionally, the Coordinator will draft and finalize internal and external reports, collaborate with the Finance Unit to build accurate financial forecasts, and monitor compliance with Programme contracts and subcontracts. They will also support the evaluation of Programmes, conduct research on relevant legal and socio-economic developments, and represent IDLO in meetings with donors, UN agencies, and other stakeholders.

Required Qualifications:
Candidates must possess an advanced university degree in international development, law, public Administration, business administration, public policy, or other relevant social sciences. They should have 3-5 years of relevant professional experience, ideally within an international organization, with a strong background in Capacity Development and Rule of Law Programming being an asset. Familiarity with standard program and Data Management methodologies, tools, and processes, as well as Results-based Management and monitoring and evaluation principles, is essential. Excellent written and verbal communication skills are required, along with proficiency in Microsoft Word, Excel, and PowerPoint, and other ICT software.

Educational Background:
The educational background required for this position includes an advanced university degree in fields such as international development, law, public administration, business administration, public policy, or other relevant social sciences. This educational foundation is crucial for understanding the complexities of legal frameworks and development processes, which are central to the role of the Programme Coordinator.

Experience:
The position requires 3-5 years of relevant professional experience, ideally gained within an international organization. Candidates should have a proven track record in capacity development and Rule of Law Programming, which will enable them to effectively contribute to the implementation of anti-corruption initiatives and support the development of legal frameworks in the DRC.

Languages:
Fluency in English and French is mandatory for this position. Additionally, knowledge of local languages such as Kituba (Kikongo), Lingala, Swahili, or Tshiluba would be advantageous, as it would facilitate communication with local stakeholders and enhance the effectiveness of Programme implementation.

Additional Notes:
This is a locally recruited position, and IDLO will offer the selected candidate an Affiliate contract for 12 months, with the possibility of extension based on performance and funding availability. The annual basic salary for this position is in the range of USD 46,165, along with medical insurance and leave entitlements as per IDLO Employee Regulations and Rules. The position is open to candidates who are nationals of the duty station or have permanent resident status or legal authorization to work in the DRC.
