Job Overview:
The Programme Coordinator position is a critical role within the Department of Programmes at IDLO, which serves as the central management and coordinating function for Programme delivery and Capacity Development. The Programme Coordinator will work under the direct supervision of the Regional Programme Manager for Asia, focusing on the implementation of Programmes in Afghanistan. This role encompasses overall programme cycle support, including formulation, implementation, monitoring, reporting, financial oversight, and ensuring quality compliance. The Programme Coordinator will interact with both internal and external stakeholders, ensuring that all project phases align with IDLO's processes and procedures. The position requires a proactive approach to problem-solving and the ability to adapt to changing circumstances in a complex environment.

Duties and Responsibilities:
The Programme Coordinator will be responsible for a variety of duties, including but not limited to: supporting day-to-day Programme implementation, ensuring project consistency with Design and delivery, monitoring Programme activities for compliance with contracts and procedures, and maintaining quality controls throughout the Programme cycle. The Coordinator will manage the Coordination of work and information between the Country Office and IDLO HQ, develop implementation plans using standardized programme cycle management tools, and monitor daily programme implementation issues. Additionally, the Coordinator will draft and collate internal and external reports, ensuring they highlight the Programme's value and impact. The role also involves collaboration with the Finance Unit to build accurate financial forecasts and monitor compliance with programme contracts and subcontracts. The Programme Coordinator will represent IDLO at Programme events, build relationships with donors and stakeholders, and contribute to the development of proposals aimed at expanding IDLO's Programme portfolio.

Required Qualifications:
Candidates must possess an advanced university degree, preferably in law, international development, political sciences, or other relevant social sciences. A minimum of 3 to 5 years of relevant professional experience in a similar role is required, ideally within an international governmental organization. Professional experience in rule of law programming is a significant asset, along with experience in legal awareness, support to national partners, and capacity development. Familiarity with standard program and Data Management methodologies, tools, and Results-based Management principles is essential. Excellent written and verbal communication skills are also required, along with proficiency in Microsoft Office applications and other ICT software.

Educational Background:
An advanced university degree is required for this position, with a preference for candidates holding degrees in law, international development, political sciences, or other relevant social sciences. This educational background is crucial for understanding the complexities of legal frameworks and the socio-political context in which IDLO operates, particularly in Afghanistan.

Experience:
The ideal candidate should have between 3 to 5 years of relevant professional experience in a similar role, preferably within an international governmental organization. Experience in rule of law programming, legal awareness, and capacity development is highly desirable. Relevant work experience in Afghanistan and a good understanding of the local context and networks will be considered a significant advantage.

Languages:
Fluency in English is mandatory for this position. Additional language skills may be beneficial, particularly in languages relevant to the regions where IDLO operates, but English proficiency is essential for effective communication and reporting.

Additional Notes:
This position is offered under an International Affiliate Contract for a duration of 12 months. The selected candidate will receive an annual salary of EUR 37,762, along with a benefits package that includes provident fund contributions, medical insurance, and leave entitlements as per IDLO Employee Regulations and Rules. Salaries and benefits provided by IDLO are exempt from taxation in Italy; however, employees are responsible for compliance with income tax laws in their country of nationality or residence.
