Job Description

  UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the Empowerment of Women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, Humanitarian Action and peace, and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Together, UN Women in Tunisia and Libya form a Cluster Office with joint management and operational team.

In Libya, UN Women is currently focusing on the following Impact Areas:

  1. Women lead, participate in and benefit equally from governance systems
  2. A comprehensive and dynamic set of global norms, policies, and standards on gender equality and the empowerment of all women and girls is strengthened and implemented
  3. Women and girls contribute and have greater influence in building sustainable peace and resilience, and benefit equally from the prevention of natural disasters and conflicts and from humanitarian action.
To achieve these impacts, UN Women engages in normative support, Coordination, and programme implementation. To support its programming and particularly the setting up of new programmes, the Cluster office is looking to hire two Programme Associates to support programming in Libya.

Under direct supervision of the Programme Specialist, the Programme Associates will support the programme staff in implementing programme activities in line with UN Women rules and regulations, communicating and reporting on results, and engaging with programme partners and stakeholders.

  2. Women have income security, decent work, and economic autonomy;
  3. Women and girls contribute and have greater influence in building sustainable peace and resilience, and benefit equally from the prevention of natural disasters and conflicts and from humanitarian action;
  4. A comprehensive and dynamic set of global norms, policies, and standards on gender equality and the empowerment of all women and girls is strengthened and implemented.

Duties and Responsibilities

Provide administrative and logistical support to the formulation and management of programmes

  • Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements, including tracking the delivery of funds;
  • Provide administrative support to the executing agencies / responsible parties on routine delivery and reporting of programme supported activities and finances;
  • Provide administrative support for the audit of programmes/ projects and support the implementation of audit recommendations;
  • Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches, and position papers, in collaboration with the Programme team.
  • Other duties as required.
Provide administrative support to the financial management of programmes

  • Create projects in Atlas, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
  • Provide administrative support in monitoring and preparation of budget and the finances of programmes/projects, and in the preparation of FACE forms;
  • Prepare non-PO vouchers for Development Projects;
  • Process payment for consultants, as delegated;
  • Create requisitions in Atlas for development projects; register good receipts in Atlas.
Provide administrative support to the programmes

  • Undertake all logistical, administrative, and financial arrangements for the organization for meetings, workshops, events, and missions;
  • Support travel arrangements, including travel requisitions and claims;
  • Draft minutes in meetings, as delegated;
  • Assemble briefing materials and prepare power-point and other presentations, in collaboration with the Programme team;
  • Organize and coordinate filing of documents; maintain mailing lists.
Provide administrative support to resource mobilization

  • Organize, compile, and process documentation and information from donors, and programme team as inputs to various databases and documents.
Facilitation of knowledge building and knowledge sharing

  • Provide administrative support to the organization of training for the office staff and partners on programme and operations related issues.
Monthly progress report on:
  • Programme activities and their results;
  • Programme expenditures;
  • Communications of the programme;
  • Work plan for the next month.

Required Skills and Experience

Education

  • Bachelor’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, business, public Administration, or a related field is required;
  • A Master’s degree or equivalent is an asset;
  • A project management certificate is an asset.
Experience

  • At least 2 years of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and Capacity Building;
  • Experience in working with women’s rights and/or gender equality programmes/projects is an asset;
  • Experience coordinating and liaising with government agencies, Civil Society Organizations, private sector, and/or donors is an asset;
  • Experience working for a UN agency is an asset.
Language Requirements

  • Fluency in oral and written Arabic and English required for Programme Associates Libya context;
  • Knowledge of French is an asset for Programme Associates Libya context;
  • Fluency in oral and written Arabic and French required for Programme Associates Tunisia context;
  • Knowledge of English is an asset for Programme Associates Tunisia context.
Evaluation Criteria

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Criteria 1:  Education 10 points (8 for the degree; 2 for certificate)
  • Criteria 2:  Experience 50 (20 for required; 10 per asset)
  • Criteria 3:  Language 10 points (8 for required; 2 for the asset)
Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:
  • The contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW, and UNIFEM), which focused exclusively on gender equality and women's empowerment.
