ORGANIZATIONAL CONTEXT

WFP supports over 1.4 million people in Cox's Bazar, Bangladesh including over 860,000 Rohingya refugees and host community Bangladeshi under the L2 Emergency Operation. WFP provides food and nutrition assistance to the entire refugee population in the world’s largest refugee camp as well as school meals, nutrition service, and livelihood support to host communities in Cox’s Bazar.

JOB PURPOSE

Under the direct supervision of Head of General Food Assistance (GFA) Programme, the incumbent will support implementation of GFA program at camp level and will responsible for overall Coordination and liaison the CIC’s, UNHCR/IOM, site management agency, other actors and cooperating partners in his/her assigned catchment.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Represent WFP, GFA program as Catchment Focal at the camp level including coordination meetings and follow up on action points with the Head of GFA and partners for implementation
  • Lead food security sector at camp level and coordinate with government counterparts, SMS agencies, protection actors and other relevant sector to operate General Food Assistance programme
  • In coordination with the UNHCR/IOM and site management partners coordinate all the relocation activities including participation in the relocation coordination meetings in the camp
  • Liaise with the GFA cooperating partners, prepare monthly mobilization distribution plan for GFA and ensure that all beneficiaries receive their monthly entitlement.
  • Provide support to beneficiaries as needed for cases of protection and new arrivals and utilize referral pathways to refer them to relevant stakeholders and authorities
  • Support to identify locations and scale-up of E-Voucher retail shops, FFC Point and Farmers Market within targeted locations (camps) where beneficiaries will use BB or SCOPE card to purchase food items.
  • In collaboration with the CP, conduct monitoring of Market Food Retail and wholesale price regular basis; on price variation of food prices.
  • Oversee the Rapid Response activities, in coordination with external and internal support units i.e. CP, CIC office, IOM, UNHCR, Site management, different Government counterpart.

Long Description

⦁    In coordination with the GFA cooperating partners and WFP GFA unit manage transition from GFD to CBT including exclusion and inclusion of families in GFD when required.

⦁    Liaise with the GFA cooperating partners, prepare monthly mobilization distribution plan for GFA and ensure that all beneficiaries receive their monthly entitlement.

⦁    Provide support to beneficiaries as needed for cases of protection and new arrivals and utilize referral pathways to refer them to relevant stakeholders and authorities ⦁    Liaise with CP in case the operation will require any procedural changes, or if WFP anticipates problems in the availability of funds, and assist CP in minimizing resulting risks, including the revision of the agreement.

⦁    Support to identify locations and scale-up of E-Voucher retail shops, FFC Point and Farmers Market within targeted locations (camps) where beneficiaries will use BB or SCOPE card to purchase food items.

⦁    In collaboration with the CP, conduct monitoring of Market Food Retail and wholesale price regular basis; on price variation of food prices.

⦁    Oversee the Rapid Response activities, in coordination with external and internal support units i.e. CP, CIC office, IOM, UNHCR, Site management, different Government counterpart.

⦁    Provide necessary support to CP monthly and quarterly financial planning, forecasting and necessary feedback on submitted invoices under programmatic review and guide CP to ensure a better preparation for mission visit (External and internal).

⦁    Oversee and/or review the work of Program Assistants in the catchment  and providing them practical advice and guidance to ensure day to day GFA activities .

⦁    Provide Technical Support on scope platform, Block chain (BB) and operational guideline to GFA cooperating partner in a very regular manner for improved implementation of General Food Assistance (GFA) programme ensuring that programme activities are performed within the established GFA goals and objectives following WFP’s policies and procedure and GFA SOP.

⦁    Analysis of GFA database, identify the discrepancies and support cooperating partner to improve the data quality by sharing the findings.

⦁    Follow up monitoring findings with partners and other relevant stakeholders at the camp level for corrective measures.

⦁    In coordination with UNHCR/IOM and GFA cooperating partners ensure that all the families displaced/relocated from transit centers and from other camps receive food assistance under Rapid Response (HEBs and cooked meals) immediately as per the agreed SOP ⦁    Support the Capacity Building of WFP staff, cooperating partners and national government within the specific technical area.

⦁    Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments, quality ) and consistency of information presented to stakeholders.

⦁    Liaison with support units, internal counterparts/support unit i.e. field operation, retail, VAM, protection and Gender, engineering, ETS to properly implement the programmatic activities ⦁    In liaison with the Head of GFA, contribute in preparation for WFP missions to the camps through coordination with partners and other stakeholders ⦁    Perform any other duty, as required, related to GFA and the other programme activities.

STANDARD MINIMUM QUALIFICATIONS

Education:  Completion of University degree in English, Social Science , Economics, Business Administration , IRR or  any other relevant area.

Experience:   Five years or more progressively responsible work experience including at least three years in emergency operations or similar experience. Basic knowledge on humanitarian principles and code of conduct, Blockchain or SCOPE , General Food Distribution and work experience preferably in an international organization or UN system would be an asset.

Languages: Proficiency in both oral and written communication in both English and Bangla.
