Context:

The Labour Mobility and Human Development (LHD) unit in Somalia focuses its interventions on fostering synergies between labour migration and development, and adoption of measures to maximize migration outcomes.

One of the largest programmes in IOM is the Migration for Development in Africa (MIDA), a Capacity Building programme, which aims to strengthen the capacity of government institutions through engagement of Somali diaspora. To date, the programme has placed more than 600 Somali experts’ assignments at various ministries and institutions. IOM has focused on a broad range of sectors including: Justice, Public Financial Management, Public Works, Health and Education, which are crucial for the economic and social development and the stability of Somalia.

The LHD division is also committed to promoting greater mobility and to optimizing the benefits of labour migration for both the countries of origin and destination, as well as for the migrants themselves. In this regard, IOM Somalia is working closely with key government institutions to strengthen institutional capacity and support in the formulation of labour migration-related policies, legislation, and effective labour migration strategies.

Under the overall supervision of the Deputy Chief of Mission and the direct supervision of the Programme Manager (Labour Mobility and Human Development), the Programme and Policy Officer (LHD) will be responsible for providing Technical Support for the planning, management and timely implementation of the Labour Mobility and Human Development projects in Somalia, including the provision of inputs for LHD policy development.

Core Functions / Responsibilities:

  1. Coordinate and contribute to the development of project proposals according to the IOM Project Handbook, in the thematic area of migration and development, which may include diaspora engagement, interventions promoting labour mobility and ethical recruitment, increased access to technical and vocational training, or livelihood and employment opportunities for Somali youth to enable productive engagement in society and as an alternative to irregular migration.
  2. Compile information on emerging issues relevant to the LHD thematic area in Somalia as well as related to the country Covid 19 socioeconomic response and contribute to the development of socioeconomic impact reports and other interventions at country level.
  3. Coordinate, implement and monitor LHD projects in Somalia in close collaboration with relevant stakeholders and in accordance with project workplans, utilizing monitoring tools to facilitate the achievement of project results.
  4. Monitor LHD project expenditures and burn rates using reports generated from IOM’s PRISM and bring issues to the attention of the supervisor.
  5. In close Coordination with the Programme Manager (LHD) and the Monitoring & Evaluation Officer, provide technical support to help strengthen the monitoring, evaluation and reporting of LHD project outcomes and outputs.
  6. Draft portions of donor reports in close coordination with the Programme Manager (LHD), Programme Support Unit, field-based staff, and other partners as necessary, in accordance with IOM reporting standard and in line with project reporting cycle.
  7. Participate in the development of targeted project visibility material, including success stories and case studies, in close coordination with the programme support unit.
  8. Ensure the database on MIDA assignments is up-to-date and produce infographics as needed.
  9. Participate in coordination meetings, workshops and conferences with other development partners, UN agencies, Somali government institutions and the private sector as per guidance of the LHD Programme Manager.
  10. Assist in general administrative tasks, as necessary.
  11. Perform such other duties as may be assigned.
Required Qualifications and Experience:

Education

• Master’s degree in Business Administration, Management, International Business/International Affairs, International Development, or Social Science or a related field from an accredited academic institution with two years relevant professional work experience; or • Bachelor's degree in the above fields with four years relevant professional experience.

Experience

• Professional experience on management and business administration in public and private sectors; • Experience in public-private partnerships and liaising with governmental and diplomatic authorities as well as with international institutions; • Experience and knowledge on migration and development particularly in the context of Somalia and other EHOA countries; • Experience in institutional capacity building in developing countries and fragile contexts; • Understanding and experience of policy and programming as well as project monitoring, evaluation, and reporting; and, • Experience in working with development partners and government authorities as well as other external partners.

Skills

• Knowledge of IOM overall programmatic focus in Somalia and basic understanding of the functioning of other UN agencies; • Strong coordination, competence and ability to promote communication and knowledge sharing and ensuring high quality of programmatic outputs; • Good knowledge of human and financial resources management; • Strong conceptualization, analytical and writing skills; • Strong communication, organizational and interpersonal relationship skills; • Mentoring and coaching skills, hardworking , good team player, dedicated, ability to monitor and follow up on pending matters; • Ability to meet deadlines and work under pressure with minimum supervision; and, • Establishing and maintaining partnerships with development partners, government counterparts, UN agencies, local authorities and other relevant stakeholders.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of other language from EHOA region, French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
