Job Description

UNDP Serbia implements the Country Programme Document (CPD) 2021-2025, that draws on and supports the implementation of the UN Sustainable Development Cooperation Framework (UNSDCF). The CPD has 3 strategic priorities: (a) Serbia harnesses the full potential of a green, sustainable and inclusive economy; (b) Well-being, social equity and human potential are at the heart of systems, policies and practices; (c) Building trust and mutual accountability through the rule of law, rights and duties agenda. Under the guidance and direct supervision of the Team Leader of the Resilient Development Team, the Programme Analyst contributes to the development and implementation of the portfolio covered by the team, in particular in results area 1 of the UNSDCF. The Programme Analyst analyzes political, social and economic trends, contributes to formulation, management and evaluation of programme activities within Climate Change and environment portfolios, provides policy advice services. The Programme Analyst can be assigned supervision of Programme Support staff. The Programme Analyst works in close collaboration with the CO Management Support and Business Development, Programme and Operations teams, programme staff in other UN Agencies, UNDP HQs staff.

As UNDP in Serbia operates in the EU pre-accession context, with the host government is incurring obligations to implement reforms on the EU path. These reforms are particularly cumbersome in the area of climate change and environment. In 2020 the EU and the Western Balkan countries have agreed on the EU Green Agenda for the Western Balkans. The programme analyst shall be expected to assist in integrating the UNDP offer to the host government and international partners in programme development in areas related to climate change and environment.

In addition, the incumbent programme analyst shall be expected to provide effective oversight in line with UNDP Programme and Operations Policies and Procedures (POPP) and rules of vertical funds of projects implemented in the climate change and environment areas. Finally, the Programme analyst shall provide Analysis of political, social and economic trends in the environment and climate change area, and, under the guidance of the Programme Specialist, supervise and lead programme staff.

Duties and Responsibilities

Summary of key functions:

  • Implementation of programme strategies;
  • Management of the CO programme related to climate change and environment;
  • Creation of strategic partnerships and implementation of the resource mobilization strategy in relation to to climate change and environment portfolios;
  • Provision of top quality Advisory Services to the Government and facilitation of knowledge building and management in relation to to climate change and environment.
1. Ensures implementation of programme strategies focusing on achievement of the following results:
  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to Common Country Analysis (CCA), UNSDCF, CPD, Country Programme Action Plan (CPAP) and other documents.
  • Analysis and synthesis of proposals on the areas for support and interventions within the practice area specialization assigned.
2. Participates in effective management of the CO programme within the practice area specialization assigned focusing on quality control from formulation to implementation of the country programme achieving the  following results:
  • Design and formulation of parts of CO programme within the climate change and environment, translating UNDP’s priorities into local interventions.
  • Initiation of a project, presentation of the project to Project Appraisal Committee (PAC), finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst performs functions of Manager Level 1 in Atlas for Purchase Orders (POs) and vouchers approval (if authorized by Senior Management), participates in recruitment processes for projects.
  • Application of conceptual models in support of programme design
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NEX (National Execution) projects.
  • Preparation of inputs for reporting, including donor reporting.
3. Supports creation of strategic partnerships and implementation of the resource mobilization strategy   focusing on achievement of the following results:
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
4. Provides top quality advisory services to the Government and ensures facilitation of knowledge building and management focusing on achievement of the following results:
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.
  • Sound contributions to knowledge networks and communities of practice.
  • Organization of training for the operations/ projects staff on programme issues.
  • Professional growth through active learning.

Required Skills and Experience

Education: Master’s Degree or equivalent in Natural Sciences or related field.

  • Up to 5 years of relevant experience at the national or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development projects. Experience in the use of computers and office software packages and handling of web based Management Systems.
  • Demonstrated track record in project management in topics of environment and climate change.
  • Demonstrated track record in program development.
  • Demonstrated track record in supporting policy and strategic documents, international treaty reporting.
Language Requirements: Fluency in the UN and national language of the duty station.
