JOB BRIEF

As part of the Office of Congressional Relations at USIP, the Program Specialist provides critical programmatic, administrative and Operational Support to the Congressional Relations Team and plays a leading role in strategic Data Management. The Program Specialist possesses a full understanding of the Congressional Relations strategy, has excellent organizational and time management skills, and exercises good judgment and initiative to advance USIP’s interests on Capitol Hill. This position is based in Washington, DC, and reports to the Director of Congressional Relations.

TARGET SALARY RANGE

Grade 10 - $66,000 - $68,000 The Institute uses the General Schedule salary tables for administering compensation. Offers of employment are determined based upon candidate qualifications, related experience, internal equity, and the amount budgeted for the position.

RESPONSIBILITIES

Congressional Outreach:
  • Directly engages Members of Congress and congressional staff to advance USIP’s mission and interests related to Congress.
  • Advises the Congressional Relations team on strategic opportunities to engage Members of Congress and congressional staff on USIP and its work based on database expertise, knowledge of the interests of Members of Congress and the Institute’s priorities.
  • Represents Congressional Relations in internal meetings and maintains a comprehensive understanding of USIP programs and activities.
  • Manages cataloging of Congressional Relations team daily, weekly, monthly and annual priorities and activities.
  • Manages congressional staff lists for USIP strategic outreach to Members of Congress and congressional staff that align USIP priorities with Congressional interests for event invitations, meetings, briefings, mass mailings, and other congressional outreach.
  • Manages an integrated system to track and report on USIP’s congressional engagement. Efficiently synthesizes and converts database information into operational and relationship-building opportunities for USIP on Capitol Hill.
  • Compiles USIP’s congressional outreach data for quarterly Board Reports and quarterly reporting to the Policy, Learning, and Evaluation unit.
  • Manages logistical arrangements for Congressional events at USIP and on Capitol Hill, including reserving rooms, ordering food and supplies, arranging room set-up, and serving as a point of contact.
  • Supports management of finances and tracking budget; processing travel vouchers and reimbursements; handling often-complex procurement requests; facilitating team’s Contract Management activities; and liaising with Conference, Meetings, and Events and with AV teams, as needed.
  • Manages Congressional Relations presence on “MY USIP.”
  • Drafts program-related writing that includes letters, biographies, talking points, and invitations to Members of Congress and congressional staff.
  • Manages complex database tracking in Salesforce of USIP outreach on Capitol Hill and is able to efficiently synthesize and convert database information into operational and relationship-building opportunities for USIP on Capitol Hill.
Performs other duties as assigned.

QUALIFICATIONS

  • Bachelor’s degree in International Relations or related field required.
  • Four (4) or more years of experience working in international relations or international Conflict Resolution or equivalent experience required.
  • An understanding of Capitol Hill and the legislative process, and work experience on Capitol Hill required.
  • Strong skills in the Microsoft Office Suite, particularly MS Word, MS Outlook, and MS Excel is required.
  • Proficiency in data and customer relationship Management Systems, ideally Salesforce and Quorum, and ability to produce concise, consolidated information is required.
  • Strong time management skills with the ability to prioritize work and meet deadlines.
  • Excellent organizational and professional writing skills.
  • Familiarity with managing budgets.
  • Strong work ethic and team-oriented.
