Job Overview:
The Program Manager I will play a crucial role in supporting the expansion of CRS's Emergency Response initiatives in the West Bank. This position involves managing and supporting programming related to emergency response and Psychosocial Support (PSS). The Program Manager I will be responsible for designing and implementing projects that align with CRS's mission to serve the poor and vulnerable. The role requires strong management skills to ensure high-quality programming and continuous improvement in project impact. The Program Manager I will work closely with various stakeholders, including local actors and technical advisors, to integrate PSS programming across all CRS initiatives, ensuring that the organization's approaches align with global best practices.

Duties and Responsibilities:
The Program Manager I will manage and implement all activities throughout the project lifecycle, including Design, start-up, implementation, and close-out. Key responsibilities include ensuring efficient and effective project implementation in line with CRS program quality principles, donor requirements, and best practices. The Program Manager I will coordinate with local actors and technical advisors to integrate PSS programming, manage team dynamics, supervise staff, and provide coaching and Development Plans. The role also involves analyzing project performance data, identifying issues, and facilitating participatory processes to overcome obstacles. The Program Manager I will represent CRS in humanitarian Coordination structures, assess staff capacity needs, and monitor financial and material resources relevant to project needs. Additionally, the Program Manager I will lead reporting on programming and budget management for PSS programming and ensure compliance with CRS's Safeguarding Policy and Code of Conduct.

Required Qualifications:
Candidates must possess a Master's Degree in International Development, International Relations, or a related field. A minimum of 2 years of relevant field-based experience in coordinating or managing light to moderately complex projects is required, preferably with an international NGO. Additional experience may substitute for some educational requirements. Strong critical thinking, relationship management, and communication skills are essential, along with a proactive and results-oriented approach to work.

Educational Background:
A Master's Degree in International Development, International Relations, or a related field is required for this position. Candidates with additional relevant experience may be considered in lieu of formal education requirements.

Experience:
The position requires a minimum of 2 years of relevant field-based experience in project coordination or management, particularly in light to moderately complex projects. Experience working with international NGOs is preferred, especially in emergency response or psychosocial support programming. Familiarity with complex operating environments and emergency response programming is highly desirable.

Languages:
Fluency in written and verbal English is required, while proficiency in Arabic is appreciated. Strong communication skills are essential for effective reporting and collaboration with diverse stakeholders.

Additional Notes:
The position is based in Jerusalem, Ramallah, or Bethlehem, with frequent travel across the West Bank and to Jerusalem as required. The role is classified as salary grade 9, and the successful candidate will be expected to engage in regular travel, up to 30%, to fulfill the responsibilities of the position.
