Job Description

CRS Sudan is as dynamic and diverse as the needs of the people we serve. Since 1978, CRS Sudan has been assisting the people of Sudan across the Emergency, recovery, and development spectrum. Key sectoral areas for CRS Sudan include Food Security, livelihoods, nutrition, health, peacebuilding, and natural Resource Management. CRS Sudan has an expanding portfolio of programs crossing the Emergency Response and resiliency spectrum. Currently, CRS Sudan oversees programming across five Darfur states and the Red Sea.

CRS is looking towards expanding its successful Emergency Response, Recovery and peace building programs to serve the needs of protracted displaced and conflict impacted communities in Darfur. This requires careful assessment of gaps in service delivery, but also, unlocking pathways to resilient IDPs - and host communities to cope with protracted conflicts. While serving Sudan primarily, this position can also support other emerge ncies in the region whenever feasible.

Job Summary:

This Program Manager II role will provide technical oversight for the development and implementation of emergency and recovery projects mainly in Sudan but also other countries in the region as needed. You will provide oversight for projects funded by donors such as UNDP, UNICEF, and USAID/BHA. Across this work, you will ensure effective systems and processes are in place that support high-quality programming. Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its programming.

Required Languages – English language required. Arabic language strongly preferred.

Travel – While this position is based in Khartoum/Sudan, it is expected that you will travel 50% of the time to projects sites Knowledge, Skills and Abilities

  • Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions
  • Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.
  • Good presentation and facilitation skills
  • Proactive, resourceful, solutions-oriented and results-oriented
Preferred Qualifications

  • Good experience in project Grants Management, including project Design, preferably for grants from multiple public donors, including USAID.
  • Demonstrated ability to write high quality technical proposals.
  • Experience engaging with partner organizations
  • MEAL skills and experience required.
  • Staff management experience and abilities that are conducive to a learning environment.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information Management Systems.
Supervisory Responsibilities: CRS program manager(s) Key Working Relationships:

Internal: Country Representative, Head of Programs, Deputy Head of Programs, Finance Manager, Regional Technical Advisors, HQ Advisors, Project Staff and Consultants External: CRS implementing partners; donor representatives, UN cluster leads and agencies, peer humanitarian agencies; third party monitors Basic Qualifications

  • Master's Degree in International Development, International Relations or in the field of Public Health required. Additional experience may substitute for some education.
  • Minimum of 5 years of experience in relevant field-based project management experience required, with preferably at least 2-3 years working in emergency programming or Health, WASH, or livelihoods programming.
  • Experience in managing moderately complex projects preferably with an international NGO.
