Job Overview:
The Program Accountability and Learning Expert position is crucial for fostering a robust learning and accountability culture within Welthungerhilfe's operations in South Sudan. The expert will be responsible for leading the development and implementation of the Country Accountability and Learning Framework, which emphasizes collaboration and integrated programming. This role requires a strategic approach to feedback and Analysis throughout the proposal development process, ensuring that learning from evaluations and project monitoring informs new project designs. The expert will also facilitate learning events and training sessions to enhance the capabilities of project staff and partners, promoting Gender Equality and social inclusion in program activities. The position is designed for someone who can inspire and influence teams while maintaining high standards of integrity and communication.

Duties and Responsibilities:
  • Lead the Program Accountability and Learning component with a clear vision and innovative approaches.
  • Develop and implement the Country Accountability and Learning Framework, focusing on collaboration and integrated programming.
  • Provide strategic feedback and analysis during the proposal development process, including reviewing Results Frameworks and MEAL Plans.
  • Integrate Accountability and Learning principles across all project components, fostering collaboration and adaptive management.
  • Ensure that learning from evaluations and monitoring informs project designs and modifications.
  • Facilitate learning events, workshops, and training sessions for project staff and partners.
  • Promote gender equality and social inclusion in Design" id="link" class="link">Program Design and implementation.
  • Engage with government counterparts, donors, and local organizations to promote collaboration and share learning.
  • Support Area Managers in integrating WHH programs and developing area-level strategies. 1
  • Lead the design and implementation of project identification studies, including assessments of needs and vulnerabilities. 1
  • Identify opportunities for innovative work in program development and quality. 1
  • Develop effective methods for disseminating program findings and research outcomes.

Required Qualifications:
  • Master’s degree in international development, social sciences, organizational learning, Knowledge Management, or a related field.
  • At least 5 years of relevant experience in international development, with a minimum of 3 years in a senior Coordination, MEAL, or Program Management role, preferably in conflict or post-conflict contexts.
  • Familiarity with the South Sudan context is a strong advantage.
  • Experience in resilience programming and knowledge of programming principles, including cross-cutting approaches such as gender and climate resilience.
  • Demonstrated expertise in applying Accountability and Learning principles in complex projects.
  • Excellent facilitation, collaboration, and communication skills.
  • Commitment to PSHEA and principles of Diversity, Equity, Belonging, and Inclusion.
  • Proven ability to build relationships across cultural settings.

Educational Background:
A Master’s degree in international development, social sciences, organizational learning, knowledge management, or a related field is required for this position. This educational background is essential for understanding the complexities of development work and the principles of accountability and learning.

Experience:
The position requires at least 5 years of relevant experience in international development, with a minimum of 3 years in a senior coordination, MEAL, or program management role. Experience in conflict or post-conflict contexts is preferred, and familiarity with the South Sudan context is considered a strong advantage. The candidate should have a proven track record in resilience programming and knowledge of programming principles.

Languages:
Fluent English is mandatory, with excellent written and verbal communication skills. Proficiency in additional languages may be considered an asset but is not explicitly required.

Additional Notes:
The position is to be filled as soon as possible, with an initial contract duration of one year and good prospects for extension. The employment location will be in Juba, South Sudan, and the position is paid according to Salary Group
