Job Overview:
The Procurement Officer will play a crucial role in the implementation of NRC's Logistics function in the Democratic Republic of Congo, specifically in Goma. The officer will be responsible for ensuring compliance with NRC's policies, tools, manuals, and guidelines while assisting in the execution of logistics activities as outlined in the action plan. The role involves drafting reports on the progress of logistics activities, maintaining proper archiving of documents, and actively contributing to the improvement of logistics functions. The Procurement Officer will implement approved logistics strategies at the country level and manage procurement processes according to established rules and procedures. This position requires a proactive approach to identifying and managing supplier risks and supporting the procurement Coordinator in market Analysis.
Duties and Responsibilities:
The Procurement Officer will be responsible for managing purchases in accordance with established rules and procedures. Specific duties include drafting reports related to procurement activities, updating price lists, maintaining supplier registers, tracking contracts, and monitoring fleet and internet expenses. The officer will ensure proper physical and electronic archiving of logistics documents in compliance with NRC's filing standards. Additionally, the officer will assist the procurement coordinator in Market Analysis, identify and manage supplier risks, participate in supplier evaluations, and update the supplier database. The officer may also be assigned other tasks by their supervisor as needed.
Required Qualifications:
Candidates must have professional experience as an officer or in a support role within a humanitarian context. A diploma in management, Administration, or a related field is required. Candidates should possess procurement skills and be proficient in Computer Applications such as Word and Excel. Proven results in fulfilling the responsibilities of the position are essential. Fluency in French, both spoken and written, is mandatory, while proficiency in English is considered an asset.
Educational Background:
The position requires a graduate diploma in management, administration, or a related field. This educational background is essential for understanding the complexities of procurement processes and logistics management within a humanitarian context.
Experience:
