The Procurement Coordinator position at NRC Palestine is designed for an experienced individual with a strong background in Supply Chain Management. The Procurement Coordinator will also play a crucial role in ensuring that procurement services meet the needs of NRC's programs, thereby contributing to the overall mission of the organization.
Duties and Responsibilities:
The Procurement Coordinator will be responsible for a wide range of duties, including:
- Ensuring that all procurements comply with NRC's Logistical Handbook, policies, and donor requirements.
- Implementing NRC's Logistics systems and procedures effectively.
- Providing training and support to line managers and staff with procurement responsibilities.
- Maintaining an anti-corruption focus in all procedures and training sessions.
- Complying with filing systems and archives according to NRC standards across all offices.
- Initiating and maintaining necessary contracts with suppliers.
- Promoting Protection from Sexual Exploitation and Abuse (PSEA) standards within NRC and among beneficiaries.
- Collaborating with logistics staff to identify challenges and develop solutions.
- Acting as the focal point for procurement processes, auditing, and reporting to donors. 1
- Consolidating Area Office procurement plans and conducting high-level reviews. 1
- Improving overall procurement activities and quality of reporting. 1
- Supporting the development of procurement plans and managing national tenders. 1
- Leading procurement processes related to consultancy and major procurements, including framework agreements. 1
- Ensuring adherence to Standard Operating Procedures (SOPs) and conducting regular spot-checks on supporting documentation. 1
- Supervising market assessments to support NRC's strategic and operational needs.
Required Qualifications:
Candidates for the Procurement Coordinator position must possess the following qualifications:
- A minimum of 3 years of senior logistics experience in humanitarian contexts.
- A Bachelor's degree in Supply Management, Business Administration, or a related field is required. An advanced degree equivalent to a master's degree is preferred.
- Proven experience in conducting international and local procurement processes.
- Demonstrated expertise in Supply Chain Management and Compliance.
- Experience working in complex and volatile contexts.
- Documented results related to the responsibilities of the position.
- Fluency in English and Arabic, both written and verbal.
- Previous experience in an International Non-Governmental Organization (INGO) is a plus.
Educational Background:
The educational background required for the Procurement Coordinator position includes a Bachelor's degree in supply management, Business Administration, or a related field. Candidates with an advanced degree, such as a master's degree, are preferred, as this demonstrates a higher level of expertise and understanding of the complexities involved in procurement and supply chain management.
Experience:
