The position is assigned in the Fragile and Conflict-Affected Situation (FCAS) team, Thematic Advisory Service Cluster (SDTC) within the Sustainable Development and Climate Change Department. The Sustainable Development and Climate Change Department provides leadership, innovation, and knowledge sharing for ADB's sector and thematic work. The FCAS team leads the Coordination and implementation of ADB activities and initiatives on FCAS, including undertaking fragility assessments, defining strategic approaches, reporting on development outcomes in FCAS countries, and developing technical assistance projects, knowledge products and services geared towards improving operations in FCAS countries.

Job Purpose

The Principal Operations Coordination Specialist (Conflict-Affected Situations) will provide technical expertise to co-lead the institutionalization and operationalization of the new FCAS and SIDS Approach, to be introduced the first half of 2021. The incumbent will also lead initiatives to support ADB operations in FCAS, strengthen the capacity of ADB staff and government counterparts , and undertake analytical, knowledge, and monitoring and reporting work to help ADB respond better to the needs in FCAS countries. The incumbent will report to Advisor (Conflict-Affected Situations), SDCC and may supervise national and/or administrative staff.

Responsibilities

  • Co-leads implementation of the FCAS and SIDS Approach (FSA), focusing on the FCAS dimensions of the approach to improve ADB operations in FCAS countries and leads indicator tracking and monitoring of indicators for FCAS
  • Provides strategic and technical advice as team member of peer reviewers to operations teams working on the preparation of country partnerships strategies, project design and implementation, and results monitoring to ensure context-specific approaches and processes
  • Conceives, develops, and conducts Training Programs for ADB staff and client FCAS countries and provide advice on the design of training and Capacity Building measures for bank staff and counterparts on issues outlined in the FSA and the training needs Analysis that is expected to be completed by March 2021
  • Leads the development of knowledge products and events that will bring in international best practices and strengthen the knowledge base on FCAS for ADB staff and clients.
  • Oversees analytics, results monitoring, and reporting of ADB's operations in FCAS to inform how operations can be improved
  • Establishes and expands a network of FCAS specialists with experience in the region to assist ADB operations and facilitate effective sharing of FCAS-related knowledge and experience within ADB
  • Manages ongoing, and develops new regional technical assistance projects to strengthen ADB operations in FCAS
  • Manages donor coordination and secures funds to cofinance new initiatives
Reviews project documents, and participates in missions to support ADB operations in FCAS countries Represents ADB in national, regional and international fora on FCAS, and support the alignment of ADB approaches with international good practices Undertakes other direct technical and operations work, as needed, for FCAS countries Qualifications Relevant Experience & Requirements

  • Master's or higher advanced degree in political science, social sciences, economics or relevant fields required.
  • Minimum of 12 years of relevant professional experience, including working in FCAS in Asia and the Pacific, demonstrated understanding of the international development assistance architecture, development effectiveness, cooperation with international development partners, especially in the context of change processes and multi-stakeholder consultation and collaboration strongly preferred.
  • Demonstrated experience working on and knowledge of sector-specific issues, and cross-cutting issues such as context-specificity, fragility, resilience, Capacity Development, peace-building, security and stabilization in project design, implementation, monitoring, and reporting will be given a preference
  • Diplomatic skills combined with intercultural competence and experience in working with interdisciplinary teams
  • Excellent written and verbal communication skills in English is required
  • Distinctive conceptual and analytical skills as well as a high level of consulting competence
  • Readiness for business trips, if necessary, to conflict-sensitive regions and countries

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
