Estimated start and end date: February 2020 – April 2020 (exact dates to be confirmed) IOM seeks to recruit a qualified consultant to finalise the Grenada National Diaspora Engagement Policy and develop it’s 5-year action plan. This activity is to be carried out under the management of the International Organization for Migration (IOM) Regional Coordination Office for the Caribbean, Guyana.
1. Nature of the consultancy: Advisory Services on Diaspora Policy and Migration to officials of the Government of Grenada Objective: To finalize the Government of Grenada’s Diaspora Engagement Policy and develop a 5-year action plan.
The ‘Engaging with and Empowering the Diaspora for the Development of Grenada’ project locally referred to as Grenadian Diaspora for Development (GD4D) is implemented in close collaboration with the Government of Grenada (GoG) through the Ministry of Foreign Affairs. The project’s overall objective is to strengthen the GoG capacity to engage and dialogue with the Grenadian diaspora as part of the country’s strategic development focus.
In order to support the achievement of this objective, a Mapping exercise is currently being conducted to document available skills and resources within the Grenadian diaspora, as well as diaspora return interest and plans to support the development of Grenada. This consultancy will also support this objective by finalizing the Grenada National Diaspora Policy (currently in draft) and developing a 5-year action plan.
The policy must be drafted in an inclusive and participatory manner and fully considering the unique diaspora profile for Grenada, using a gender mainstreaming, whole-of-government approach and feedback already collected from the diaspora. Further data will also be collected by conducting interviews with other members of the diaspora and stakeholders as identified by GoG and the project’s Steering Committee.
2. IOM Project to which the Consultancy is contributing: Engaging with and Empowering the Diaspora for the Development of Grenada 3. Tasks to be performed under this contract:
Working under the overall supervision of the National Project Coordinator for the Caribbean, the direct supervision of the GD4D Project Manager (Grenada), and in close coordination with the Ministry of Foreign Affairs, the successful candidate will be expected to amend the draft policy to include feedback from diaspora meetings and data collected from interviews with other identified stakeholders and develop a 5-year action plan in line with the GoG’s priorities and international best practices. The following tasks should be undertaken: a) Conduct a desk review and Analysis of existing legislation, policies, institutional structures and coordination mechanisms pertaining to diaspora engagement in Grenada, from the broader perspective of diaspora’s potential contribution to the country, such as, but not limited to, (a) remittance, (b) direct investment, (c) human capital transfer, (d) philanthropy, (e) capital market investment and (f) tourism.
b) Conduct an analysis of (a) existing data and analysis on Grenadian migration trends (b) legislative / regulatory frameworks (international, regional and national); (c) diaspora programmes (expected and actual outcomes, actions, lessons learnt etc.); (d) institutional framework and (e) diaspora registration.
c) Conduct a review of feedback collected from diaspora meetings and consultations and include in draft policy if necessary.
d) In Consultation with the GD4D Project Manager, conduct interviews with relevant government Ministries and representatives of other institutions, particularly the Ministry of Foreign Affairs, Labour, Social Security and Ecclesiastical Affairs, etc. as well as with the Office of the Prime Minister, Statistical Department, Grenada Investment Development Corporation (GIDC), Central Bank, relevant UN Agencies and the private sector in Grenada.
e) Develop and finalize Grenada National Diaspora Policy f) Consult with the steering committee on the creation of an international diaspora association by diaspora members abroad g) Review amended draft with all stakeholders h) Edit draft with feedback from the review process and finalize report i) Develop an Action Plan of the Grenada National Diaspora Policy to operationalize the policy with a specific focus on (a) remittances, (b) direct investment, (c) human capital transfer, (d) philanthropy, (e) capital market investment and (f) tourism (g) Social development. This plan should ensure coherence with the Grenada National Development Policy 2035.
OTHER TASKS Related to the Consultancy:
- Communicate regularly with the IOM GD4D Project Manager
- Deliver documents and other deliverables in a timely manner as stated in the action plan, or as amended in conjunction with Project Manager.
- Maintain a neutral and professional approach throughout the completion of the contract.
- Ensure that all and any relevant data and findings are documented, appropriately archived, and shared with IOM, whether or not they are used in the final report.
- Collaborate with Project Manager in leading tasks to completion to ensure a quality final product.
- Draft a comprehensive and well researched action plan to operationalize the policy, clearly identifying priority issues and recommended actions to address those issues and needs.
The Consultancy will submit the following reports within the timeframe. The receipt and approval of each deliverable is subject to approval from IOM.

- In collaboration with the GD4D Project Manager, circulate first draft to all stakeholders (diaspora, government, private and public sector) for review
- Attend meetings to present and collate feedback on draft

Education and Experience
- Advanced university degree from an accredited academic institution, preferably in Public Policy, International Relations, Migration, International Development, research or other relevant field;
- Minimum of 10 years relevant professional experience in academia, research institutes, think tanks, governmental, inter-governmental or non-governmental organizations
- Capacity to collate and synthesise qualitative and quantitative data in a comprehensible manner;
- Knowledge of migration, remittances and development, as well as relevant related policies;
- Experience working with governments and civil society.
- Excellent analytical, oral, and written communication skills in English;
- Excellent report writing skills;
- Experience in leading an international research project;
- Experience in working in complex institutional environments;
- Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability’
- Knowledge of the Caribbean region and global migration or Migration Management;
- Ability to work with minimal supervision and to meet deadlines;
- Language(s): Fluency in English is required.
- A detailed CV including a minimum of three references;
- A technical proposal, including the candidate’s capacity to meet the objectives of the project, including relevant prior experience; and indication of availability;
- A budget indicating the time and resources that will be required, including travel costs (if necessary).
