Job Description

ROLE PURPOSE: Myanmar Education Consortium (MEC) works to improve education for marginalised children in Myanmar - those who are not fully served by the government system - whether due to access, language, poverty or exclusion. MEC supports complementary Basic Education services through funding to partners to deliver services, and organisational support providing technical assistance to established Complementary Education Providers. The program promotes inclusive, evidence-based policy dialogue through networking and Knowledge Sharing. MEC focuses on strengthening Monastic and Ethnic Education systems and contributing to strong and lively education provision capacity in the country.

The Policy and Advocacy Manager is responsible for leading the implementation of MEC’s advocacy strategy, assuming responsibility for targeted activity in line with objectives and annual work plans. Sitting within the Policy, Planning, Monitoring, Evaluation & Learning (PPMEL) team, he/she will support the further generation of evidence-based insights to inform policies that impact on children in education in Myanmar. He/she will provide Technical Support and training, both internally and with partners, to support the success of advocacy efforts.

KEY AREAS OF ACCOUNTABILITY:

Leadership & Management

· Develop and continually review the MEC Advocacy and Policy Engagement Strategy and lead its implementation.

· Monitor key education sector developments, and identify advocacy opportunities for MEC and its partners, including through participation and representation in respective events.

· Analyze education Law, policy and trends in areas related to MEC’s work, with a specific focus on areas such as language, curriculum and teacher accreditation.

· Lead high-quality Analysis and the production of high-quality advocacy products, ensuring messages, documents and strategies are evidence-based.

· Provide management and direction to respective team members for the implementation of MEC strategies, ensuring programs are implemented with a positive understanding of MEC’s goal and objectives.

· Develop, manage and monitor annual and quarterly team budgets, workplans.

· Liaise with respective teams within MEC for collaboration on for example, but not limited to key messages development and evidence data.

· Lead in identifying and managing potential risks associated with public positions.

Partnerships & Technical Support

· Provide technical support internally and with partners in the area of policy engagement and advocacy, identifying and delivering appropriate strategies and approaches, including leading joint advocacy initiatives with MEC partners, where appropriate.

Advocacy Tactics & Alliances

· Provide high level representation for the advocacy work, with media, alliances and/or other targets · Prepare high-quality briefings, letters and other written material for internal and external use · Produce policy briefing papers, position statements etc., related to key advocacy issues · Collaborate with education stakeholders to identify opportunities for advocacy around complementary education, ensuring MEC contributes evidence-based insights.

· Undertake vigorous networking to continually inform, challenge, and improve advocacy messaging and tactics, investing in relationships and attending Coordination meetings and forums.

Monitoring, Evaluation, Accountability and Learning

· Establish and maintain Monitoring and Evaluation processes of advocacy work and ensure that advocacy implementation and impact are effectively monitored and evaluated.

· Report on annual basis as part of the regular reporting cycle on key achievements of the advocacy work · Ensure that learning from monitoring and evaluation processes is used to improve delivery of advocacy work.

Child Safeguarding Responsibility:

Develop specific and contextual guidance to ensure that the safeguarding of children is incorporated into MEC strategies and are protected from exploitation, increased vulnerability, or any form of harm or indignity.

Education:

· Master’s Degree in education, communication, Public Relations, public policy or other relevant field desired.** Professional skills and experience:

· Significant experience working in education or in advocacy in the Myanmar context.

· Proven experience with planning and carrying out Policy and Advocacy initiatives with government and partners at central and/or state/regional/district/township levels.

· Experience in influence government, donors, and other organisations through representation and/or advocacy.

· Understanding and experience of the Myanmar education system, ideally to include government and ethnic basic education providers or programmes.

· Strong presentation and writing skills in both English and Myanmar. Ability to speak one or more ethnic languages is an advantage.

Management and Work Skills

· Experience in leading and managing a team and building capacity of staff.

· Fluency in written and spoken Myanmar, with strong oral and written communication and presentation skills.

· High standard of English, with ability to articulate concepts and ideas related to the education field, make presentations and deliver quality written reports.

· Ability to analyse information, evaluate options and to think and plan strategically.

· Excellent training, facilitation and communication skills.

· Strong personal organisational skills, including time/task management and ability to meet deadlines and work under pressure.

· Strong people management skills including mentoring and support. ** General Skills

· Experience and proven ability to create an environment which encourages team-working, including education team members with specific geographical and thematic responsibilities and the wider MEC team.

· Willingness to travel frequently domestically, including to remote ethnic areas, as well as occasional international travel, as required.

· Interest in and commitment to working alongside others within a dynamic, inter-disciplinary team and taking opportunities for learning and professional development.

· Commitment to and understanding of MEC and Save the Children’s aims, values and principles.
