The core responsibility of the Programs Department is to achieve impact. Therefor the department designs, supports and manages our programs/projects and global campaigns that help achieve our 10 year vision (Manifesto) of an inclusive (Equal), secure (Safe), equitable (Fair) and sustainable (Green) world in an efficient and effective manner, ensuring high quality. The Department is also responsible for engaging with institutional donors and leads on program quality and learning frameworks.

Purpose of Unit

There are four (4) Goal Units that are responsible for delivering impact, strategy development, Design and implementation of projects and global campaigns within each change goal, for building and sharing knowledge, expertise and innovation. The Goal Units consist of thought leaders in their respective areas, engage in external representation and are responsible for raising funds from institutional donors.

This position lies in the GREEN Climate Resilient Communities Goal Unit, and focuses on Oxfam Novib's food and justice campaign GROW. The GROW campaign contributes to a diverse and active movement for food justice. It focuses on small scale-food producers and their communities benefitting more from local, national and global public and private sector policies in the areas of land rights, climate change, investment, income and human rights to ensure that their Food Security, prosperity and resilience are promoted. In this role, you will contribute to the advocacy work in the field of land rights with a focus on Financial Institutions.

Job Summary

The person we are looking for has a track record in advocacy, preferably in national and international settings focusing on land rights, due diligence, transparency and accountability. The policy Advisor develops research, project and policy positions on land rights and related thematic priorities. The policy advisor works closely with the campaigners in the GROW team to deliver (digital) campaign strategies, and works closely with program development staff to prepare funding proposals to institutional donors, lead on research and advocacy outputs, write blogs and op-eds for broader audiences. You are a strong networker, have experience with multi-stakeholder working groups and work well in a multi-disciplinary team around the world. You are comfortable in planning and organizing your own work, and you can find a balance between different angles and stakeholders.

Main tasks of the job

  • Lobby & Advocacy: You will contribute to specific parts of the Oxfam Novib influencing strategy on land rights towards Dutch actors, including the Government, financial institutions and the private sector. You will work closely with external stakeholders through multi-stakeholder working groups and maintain or build (new) partnerships.
  • Campaigning: Support the Coordination of the Land Rights Now campaign, including liaising with allies, taking active part of the campaign development team; drafting policy documents for the campaign; supporting national campaigns led by participants; facilitating meetings (this includes campaign coordination and support, co-creation, drafting policy positions; alliance meetings)
  • Project delivery: You will ensure the quality delivery of project results on land rights, and ensure timely reporting to donors.
  • Oxfam coordination: You will participate in the Oxfam Novib Land Team and contribute to the development of the Oxfam Global Land Program, liaising with country teams and affiliates. You will coordinate closely with colleagues in other Oxfam affiliates and country teams in the achievement of agreed outcomes for the program on land rights.
  • Knowledge: Keep up to date on the latest developments in your relevant area of expertise and participates in relevant networks.

An advanced university degree ininterantional relations, development or environmental studies, political science or governance, or other relevant social sciences is required. Strong knowledge of political activism, social movements, group behaviour and communication is necessary.


At minimum of three (3) of relevant and progressively responsible experience in development cooperation and/or Agriculture in developing countries and/or land rights, ideally in the NGO or policy sectors is required. Experience in influencing and campaigning work, preferably in the Netherlands is highly valued.


Fluency in both Dutch and English is required. Working proficiency in Spanish is an asset.

What we offer

The position is of four (4) months duration (from 1 May 2021 to 31 August 2021) and is based in The Hague, The Netherlands. Oxfam is committed to providing a fair compensation package a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. This position is classified in scale 9. The gross salary range is between € 2.911,- to € 4.479, on the basis of 36 hours per week. Benefits typically include annual pay increases, performance-related salary increases, holiday allowance, contributions to commuting costs, vacation days, parental, care and special leave, a private bicycle scheme, pension scheme, etc.
