Job Posting Organization:SAII Associates Ltd/Gte is an associate company of Chemonics International Inc. The organization is involved in the implementation of the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project in Nigeria. The mission of the organization is to ensure uninterrupted supplies of health commodities to prevent suffering, save lives, and create a brighter future for families around the world. The GHSC-PSM project operates under a single award Indefinite Delivery, Indefinite Quantity (IDIQ) contract and has four task orders that support various health initiatives including the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the President’s Malaria Initiative (PMI).
Job Overview:
The Plan and Source/TO1 Director will play a crucial role in providing leadership and technical assistance to national stakeholders and donors regarding the sourcing of health product requirements across various Health Programs including HIV/AIDS, Malaria, Tuberculosis, Family Planning, and Maternal, Newborn and Child Health Programs. This position involves developing strategies for forecasting, supply planning, procurement, customs clearance, and national inventory management to ensure that quality health products and services are sourced effectively. The Director will collaborate with other Directors to support the national procurement and supply management system, ensuring uninterrupted access to health services under the guidance of the Deputy Country Director-Supply Chain Operations.
Duties and Responsibilities:
1. Provide leadership in consultation with the Deputy Country Directors for the development of an overall strategic plan and implementation framework to support the GHSC-PSM and Chemonics International, Inc. mandate in public health supply chain programs in Nigeria. 2. Lead the development of technical specifications for health products and services from appropriate sources. 3. Provide leadership and technical oversight for the development and implementation of health commodities and services sourcing strategy. 4. Lead the development of strategic plans for national and state-level forecasting and supply planning. 5. Conduct long-term planning of health commodities requirements and supply planning through periodic reviews. 6. Provide technical leadership for national integrated supply chain planning of health commodities needs. 7. Support national and state-level engagement with stakeholders on health commodities availability and requirements. 8. Ensure smooth customs clearance and delivery of health products through international borders. 9. Develop and manage relationships with vendors to ensure high-quality procurement. 10. Ensure compliance with USAID FAR/AIDAR regulations and Chemonics policies. 11. Represent the project in external technical meetings. 12. Support the development of continuous quality improvement processes for procurement and customs clearance. 13. Develop and report on key performance indicators to demonstrate project achievements. 14. Perform other duties as assigned.
Required Qualifications:
1. Master’s degree in pharmacy, Public Health, Medical Laboratory Sciences, or equivalent. 2. Twelve (12) years of progressive professional experience in health product selection, demand planning, procurement, and/or inventory management in both public and private sectors. 3. Specific experience in HIV/AIDS, TB, Malaria, Family Planning, and Maternal, Newborn and Child Health programs is desired. 4. Excellent technical writing and oral presentation skills are highly desired. 5. Ability to lead a new and expanding team, be self-managing, and work collaboratively. 6. Proficiency in Microsoft Office Suite is required; experience with procurement ERP systems is preferred. 7. Willingness to travel in the field is necessary. 8. Experience working on a USAID or donor-funded project is preferred. 9. Fluency in English is required.
Educational Background:
A Master’s degree in pharmacy, Public Health, Medical Laboratory Sciences, or a related field is required for this position. This educational background is essential to ensure that the candidate possesses the necessary knowledge and skills to effectively manage health product procurement and supply chain operations.
Experience:
The position requires twelve (12) years of progressive professional experience in health product selection, demand planning, procurement, and/or inventory management. This experience should ideally encompass work in both public and private sectors, with a strong emphasis on health programs related to HIV/AIDS, TB, Malaria, Family Planning, and Maternal, Newborn and Child Health.
Languages:
Fluency in English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.

This is a long-term position based in Abuja, Nigeria, for the duration of the contract. The Plan and Source/TO1 Director will report directly to the Deputy Country Director-Supply Chain Operations.
