The Cash Consortium of Sudan (CCS), led by Mercy Corps, is a collaborative platform that aims to transform Humanitarian Response through cash assistance, working closely with local actors and civil society to ensure effective delivery of aid.

Job Overview:
The Partnerships Manager - Group Cash Transfers (GCTs) will play a crucial role in leading the CCS's activities related to community-level assistance through GCTs delivered via Community-Based Organizations (CBOs). This position is responsible for overseeing the implementation of a common approach and best practices for partnerships between international partners and Sudanese CBOs. The manager will coordinate with the CCS Secretariat, international partners, and other NGOs, ensuring effective communication and information sharing across all stakeholders. The role requires a strategic mindset to develop relationships with CBO representatives and engage in key Coordination meetings to shape the consortium's vision for supporting local actors. The Partnerships Manager will also be responsible for ensuring that all GCT activities adhere to established standard operating procedures (SOPs) and contribute to the overall success of the CCS's humanitarian response efforts.

Duties and Responsibilities:
  • Develop and maintain relationships with representatives of formal and informal CBOs, participating in the Localization Council to refine the consortium's vision for supporting local actors through GCTs.
  • Liaise regularly with INGO partners to share lessons learned and best practices related to GCTs.
  • Ensure compliance with CCS GCT SOPs and support their refinement based on ongoing implementation feedback.
  • Maintain accurate records of GCT activities, prepare periodic progress reports, and contribute to donor reporting requirements.
  • Conduct site visits to CBO GCT program locations and provide guidance to team members as needed.
  • Support CCS coordination efforts, ensuring effective linkages between CBOs and national/international partners.
  • Oversee the consortium GCT budget, ensuring compliance with donor regulations and monitoring expenditures.
  • Prepare documentation and reports on GCT activities, including success stories and impact assessments.
  • Engage with the CCS Secretariat team and partners in developing proposals, reports, and other necessary documentation.

  • Represent the consortium in external meetings with donors, UN agencies, and local authorities, sharing progress and learning from the consortium's activities.

Required Qualifications:
  • A Bachelor's degree in international studies, economics, or a related field; a Master's degree is preferred.
  • 5-7 years of experience in international relief and development Program Management, particularly in emergency and recovery contexts.
  • Proven experience in supporting consortia, coordinating forums, or managing partnerships in network settings.
  • Strong background in localization initiatives and engagement with Civil Society Organizations.
  • Prior experience in cash programming is strongly preferred.
  • A combination of direct and Remote Management experience is required.
  • Excellent communication skills, with the ability to engage effectively with multiple stakeholders.
  • Demonstrated flexibility and creativity in planning and problem-solving.

Educational Background:
Candidates should possess a Bachelor's degree in international studies, economics, or a related field. A Master's degree is preferred, as it demonstrates a higher level of expertise and understanding of complex humanitarian issues and program management.

Experience:
The ideal candidate should have 5-7 years of relevant experience in international relief and development program management, particularly in emergency and recovery program management. Experience in supporting consortia, coordinating forums, or managing partnerships is essential, along with a strong focus on localization initiatives and engagement with civil society. Prior experience in cash programming is strongly preferred, and candidates should have a combination of direct and remote management experience.

Languages:
Fluency in English and Arabic, both written and verbal, is mandatory for this position. Proficiency in additional languages relevant to the region may be considered an asset, enhancing communication with diverse stakeholders and communities.

Additional Notes:
This position is based in Nairobi, Kenya, and requires up to 30% travel to support consortium programming and operations in Sudan and neighboring countries such as Chad, South Sudan, Egypt, and Ethiopia. The role may involve travel to insecure locations with limited amenities. Housing for this role is provided in individual accommodations.
