Job Overview:
As the Pacific Country Manager, you will be responsible for leading and representing the country program office in the Federated States of Micronesia. This role involves driving programming and operations objectives that align with CRS's mission to serve the poor and vulnerable. Your management and representation skills will be vital in enhancing CRS's reputation and impact. You will also be tasked with managing security concerns and mitigating risks and liabilities. The position emphasizes collaboration, partnerships, Capacity Building, and local leadership, particularly in the North Pacific region where CRS implements programs in Coordination with government offices and local partners. The upcoming launch of the CPs strategy framework will require a renewed commitment to expanding program impact, developing influential relationships with government stakeholders, and addressing Climate Change effects.
Duties and Responsibilities:
- Manage the Design of medium and long-term goals for the country program.
- Ensure program and operations leads coordinate their objectives in alignment with the strategic framework.
- Guarantee that all projects meet and exceed donor expectations, ensuring they are designed and implemented for maximum impact and reach.
- Adhere to CRS program quality standards as per MEAL policy and procedures.
- Effectively manage senior talent and supervise team dynamics, ensuring staff well-being.
- Provide coaching and mentoring to team members.
- Tailor individual Development Plans and complete performance assessments for direct reports.
- Oversee the development of staffing plans and the recruitment process for senior staff.
- Establish and develop strategic partnerships with national and international organizations. 1
- Ensure strong representation to key stakeholders, including Church partners and government entities. 1
- Monitor national and regional issues to manage and mitigate risks. 1
- Ensure compliance with CRS staff safety and Security Policies. 1
- Promote accountability, learning, and knowledge management within the organization. 1
- Create a safe environment for sharing ideas and solutions, and respond quickly to deficiencies.
Required Qualifications:

Educational Background:
A Master's degree in International Development, International Relations, or a related field is required for this position.
Experience:
A minimum of 5 years’ experience managing high-value relief and development programs is essential. Experience in complex development settings is preferred, along with demonstrated experience managing high-value projects from multiple international donors such as USAID, DFID, and UN agencies.
Languages:
English is the mandatory language for this position. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes:
This position requires up to 60% travel. The role is classified under salary grade 11 and involves supervisory responsibilities that are to be determined.
