Work Location : Syria - Hassakeh Type of Post : Unaccompanied Other Possible Location : Funding : APPROVED Expected Travel : up to 30% Type of Contract : Language Requirement : ENGLISH Application Deadline : Employee Duration : Active Full-Time CARE is seeking an Operational Safety Manager who will be responsible for maintaining oversight of safety and security policy and strategy, developing contextual Analysis, building capacity within the Country Program and partner safety and security teams, and developing and implementing context-appropriate CARE safety protocols and procedures across CARE’s field and program locations as they relate to CARE’S Syrian Emergency response. This position will be based in varying locations within North-East Syria (NES), with a significant portion of time spent visiting field locations.

The position is detached from the Country Office to provide direct support to the Director" id="link" class="link">Country Director and Deputy Country Director and the North East Syria team. The OSM (NES) will also report to and be supported in this role by the Regional Safety Security Manager (Amman), and CARE’s Safety and Security Unit (CSU) to assure oversight for hub operations inside Syria. The OSM (NES) will supervise the safety and security team in NES and capacity build partners.


Planning and Preparation Procedures and Protocols Crisis Management Analysis and Assessment Staff Management & Capacity Building Perform other duties as directed by the Country Director, and RSM (MENA) Qualifications:

Bachelor's degree in the relevant courses such as political science, international relations, risk management, law enforcement Certified train the trainer for safety and security training First Aid/Trauma such as FPOS / FREC 3 / First responder etc. 5 years of experience in managing security operations for humanitarian organizations. Proven capacity to mentor and coach national staff Experience writing high-level security risk analysis and/or conflict analysis. At least 3 years of experience working for a humanitarian agency in a conflict setting, managing difficult dynamics 2-3 years of work experience in the Middle East Experience working in Remote Management and with partners Arabic highly desirable   There are individuals who may use CARE’s name and trademark in emails and on websites in an attempt to solicit fees from interested job-seekers.
