We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Since the organisation was first founded in 1982, we have set up development programmes in more than 60 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

The HI network is an organisation made up of a Federation (with 2 operational HQs in Lyon and Brussels), 8 national associations (Germany, Belgium, Canada, United States, France, Luxembourg, United Kingdom and Switzerland) and the HI Institute on Humanitarian Action. All these entities work concertedly to implement HI’s international aid and development mandate.

The Federation is responsible for implementing the network’s social missions in around sixty countries. It operates under the names “Humanity & Inclusion” or “Handicap International” depending on the country.

JOB CONTEXT :

HI’s Middle East Regional Programme coordinates missions in 4 different countries (Egypt, Jordan, Lebanon and Palestine). The programme is covering the full mandate of HI – emergency, mine action and development with a strong focus on continuum and resilience. The program has a total volume expected for 2021 of 12/13M Euros with 220 expatriates and national staff + 100 volunteers. Out of this total, the Jordan mission represents approximately 3 M EUR, 50 employees and 90 volunteers.

The regional office and the Jordan mission have merged in 2020: the Regional Director acts as legal representative and Security Manager in Jordan and the regional shared service managers manage directly the shared services for Jordan.

There are 3 ongoing sectors of intervention: Rehabilitation (physical therapy, prosthetics, and Community-Based rehabilitation), Health (Early Detection / Early intervention) and economic inclusion.

The mission is also planning to launch a 4th sector (inclusive education) by the end of 2021 (3 concept notes / proposals under development) and possibly (re)launch a 5th sector (inclusion technical assistance). The intervention modalities are a mix of service provision (through local partners), resilience work and classical development projects.

The regional office and Jordan mission have merged in March 2020 but – due to Covid 19 confinement – the effective way of working together will probably start only around May 2020. New organisational and HR set up will be still under consolidation at the time of the arrival of the new OM.

There are minimum 3 domains of intervention (with/without several grants per domain): Health with Early Intervention/ Detection and Building/Access to rehabilitation services; Inclusion within humanitarian sector; Employment. The volume of the mission is around 4M Euros per year with a large range of key donors to be followed closely: DFID, PRM, EU, DFAT. The team is composed of 70 people (95% Jordanian), 130 volunteers and a range of keys partners. The action is covering direct services, resilience approach and classical development projects.

HI is looking for an Operations Manager for 12 months to ensure the quality management and implementation of programs in Jordan.

YOUR MISSION: Under the overall supervision of the Regional Director, you main responsibilities are:** You manage a team of 4 PMs and 1 Liaison and Partnerships officer

• Set up a team spirit and team functioning guaranteeing synergies and exchange of good practices between the Project managers, the Regional managers and with head office colleagues.

• Size and plan human resources needs of the projects • Recruit and contribute to the professional development, autonomy and well-being at work of the project managers • Contribute to the professional development and autonomy of project managers • Acknowledge individual and collective efforts and performance.

• Embody and transmit HI values, ensure compliance with code of conduct and institutional policies, ensure the expected mind set and individual and collective behaviors, and disciplinary measures when necessary.

• Animate the daily working interactions between project managers and support teams; conduct regular project reviews with project managers and the Regional TUM, MEAL unit and support services.

• Participate to the Programme Steering Committee conducted by the Regional Director.

You contribute to the development of the Operational Strategy, and to its implementation and annual monitoring

• [At the drafting stage] With assessment of ongoing projects, contribution to context and sectorial Analysis, contribution to fundraising strategy, to resource sizing, to M&E tool… • [At least once a year] Contribute, with his/her portfolio of projects and donors’ data, to the annual monitoring of the StratOp and to next year’s Programme planning (namely support missions and evaluations).

You implement the project part of the Programme’s Operational Strategy:

• Develop regular contacts with current and potential donors at field level and liaise with the Regional Director to check coherence with overall Programming and fundraising strategy.

• Within the operational framework defined in the StratOp, identify and transform funding opportunities in the country of assignment, conduct the Design and writing of new projects and contribute to the design, writing and fundraising of major multi-country projects (under the responsibility of the TUM).

• In link with the Regional Technical Unit Manager, identify and develop local partnerships and/or consortia with NGOs, institutions, companies; on technical priorities or important topics in the region/country.

You ensure the deployment of and compliance with HI global frameworks, institutional policies and standards. These include: the mandatory reference frameworks (such as HI Mission & Values or HI Theory of Change: Access to Services), all HI's institutional policies (Security / Code of Conduct and Safeguarding / Bribery prevention / PME and Project Quality Framework / Age-Gender-Disability), all institutional directives and processes; delegation thresholds; security levels… You ensure sound management and monitoring of projects

• In link with the Regional Technical Unit Manager and the Regional MEAL Unit, ensure that HI technical quality standards are applied in the projects, and monitor the implementation of recommendations from support missions, evaluations and donor audits.

Ensure compliance with project donors’ rules and regulations, including visibility.

• With the support of the MEAL Manager, deploy all adequate tools that will allow financial control and project monitoring, compliance with HI policies and frameworks

• Facilitate internal audits (operational, financial and organizational) You contribute to the monitoring and analysis made by the Regional Director

• Implement analysis and monitoring of risks & opportunities related to HI presence and activities; implement risk mitigation action and ensure the implementation of a humanitarian watch and of an emergency preparedness plan in the country of mission.

• You contribute to build a culture of safety & security at project managers’ level.

You develop external influence of HI (forums, operational & strategic alliances, etc.) and the external representation of the organization (events, media) YOUR PROFILE :

  • You hold a Master on political sciences, humanitarian, economical cursus
  • You have a minimum of 5 years’ experience on project management, operational Coordination, management of services, programs in the humanitarian or development sector
  • You have experience in high-level representation with donors, partners and authorities, and in development / system strengthening projects with line ministries / state agencies
  • Ideally you have experience in working in the Middle East and with HI
· You have advanced skills in project design and proposal writing in English ; knowledge of Arabic is an asset
  • Your strenghs? You have particularly strong interpersonal and communication skills, and you have a strong motivation and attitude for Capacity Building and empowerment of project managers
CHARACTERISTICS OF THE POSITION : Despite the different conflicts affecting the overall Middle East regional, the security in Jordan is good. In Amman, despite some sporadic demonstrations the living conditions are excellent with little restrictions. Jordanians are very welcoming and life for foreigners is generally quite comfortable.
