Job Posting Organization:The Multilateral Cooperation Center for Development Finance (MCDF) is a multilateral initiative established to enhance connectivity and infrastructure investments in developing countries through strategic partnerships. It operates in various sectors including transport, energy, ICT, and cross-border water management. The MCDF is structured into two main components: the Finance Facility, which is overseen by the MCDF Governing Committee (GC) and provides grants to support its activities, and the Collaboration Platform, directed by the MCDF Coordination Committee (CC), which fosters communication and collaboration among international Financial Institutions (IFIs) and development partners. The Asian Infrastructure Investment Bank (AIIB) serves as the Administrator of MCDF and hosts its Secretariat, which is functionally independent but administratively established by AIIB. The Secretariat is led by a Chief Executive Officer (CEO) and is responsible for providing Operational Support to the MCDF. The Corporate Secretariat Unit (CSU) within the MCDF Secretariat plays a crucial role in supporting the CEO and facilitating the effective functioning of the GC and CC.
Job Overview:
The Officer/Senior Officer of the Corporate Secretariat Unit (CSU) is tasked with providing essential support to the MCDF Governing Committee (GC) and Coordination Committee (CC). This role involves collaboration with various teams within the MCDF Secretariat and other relevant parties to ensure that the GC and CC operate effectively and in accordance with established procedures and policies. The position requires a proactive approach to organizing meetings, preparing necessary documentation, and facilitating transparent decision-making processes. The Officer/Senior Officer will also contribute to the preparation of governance policies and assist in budgetary and reporting activities related to the GC and CC. This role is pivotal in maintaining collaborative relationships with the Administrator and other stakeholders, ensuring that the committees can fulfill their mandates efficiently and effectively.
Duties and Responsibilities:
- Provide comprehensive support to the Governing Committee (GC) and Coordination Committee (CC) to ensure their effective functioning in line with MCDF procedures and policies.
- Assist in the preparation and organization of GC and CC meetings, including the timely preparation and distribution of documents, managing registrations, arranging travel for GC members, and securing meeting venues.
- Prepare and revise governance policies, procedures, and other relevant documents to facilitate decision-making processes for review and approval by the GC or CC.
- Collaborate with other teams and units within the MCDF Secretariat to ensure efficient servicing of the GC and CC.
- Build and maintain collaborative relationships with relevant departments of the Administrator concerning GC and CC matters.
- Contribute inputs into the MCDF budget, Annual Reports, and other documents related to GC and CC activities.
- Undertake multitasking and assist with additional matters as requested by the CSU Head and the CEO.
Required Qualifications:
• A minimum of 8-10 years of relevant working experience, preferably within multilateral Development Banks (MDBs), financial institutions, or similar organizations. • Proven ability to engage effectively with government agencies, international financial institutions, and other development finance institutions, as well as private sector entities. • Extensive experience working with MDBs and development finance institutions. • In-depth knowledge of governance mechanisms and instruments related to partnerships and funding facilities. • Strong teamwork and collaboration skills. • Excellent oral communication and solid written skills in English.
Educational Background:
A bachelor’s or master’s degree or equivalent in Law, political science, business Administration, finance, economics, or related fields from a reputable university is required for this position.
Experience:
Candidates should possess a minimum of 8-10 years of professional experience in relevant fields, ideally with a background in multilateral development banks or financial institutions. This experience should include a demonstrated ability to maintain effective dialogue with various stakeholders, including government agencies and international financial institutions.
Languages:
Fluency in English is mandatory, with excellent oral and written communication skills. Additional language skills may be considered an asset but are not explicitly required.
