Job Description

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

IOM started operating in Belize in 2011. In accordance with its humanitarian mandate it provides assistance to the Government of Belize and civil society partners by promoting an orderly flow of migration that will guarantee humane treatment of the migrants and ensure their well-being.

IOM conducts strengthening and Coordination projects with the following government entities: Ministries of Immigration, Foreign Affairs, Human Development, Health and Statutory Bodies; Municipal Bodies, Civil Society and Non-governmental partners.

Likewise, IOM coordinates activities with diplomatic missions such as the Embassies of El Salvador Guatemala, Honduras, Cuba among others.

Context:

Under the direct supervision of the Head of Office in Belize, and in close coordination with Regional Office in San Jose, in collaboration with relevant units at Headquarters (HQs), and Administrative Centres (MAC and PAC), the successful candidate will be responsible and accountable for supervising the administrative, budgetary, financial, and Human Resources functions of the Mission.

Core Functions / Responsibilities:

1. Assist in monitoring, evaluating, and overseeing the Financial Management for all activities in Belize including the oversight of financial expenditure and accountability; undertake Analysis" id="link" class="link">Financial Analysis of projects in the Mission.

2. Provide support Project Managers throughout the project cycle to ensure compliance with IOM and donor regulations and obligations. Prepare donor financial reports in accordance with IOM regulations and established procedures in close coordination with HoO as well as relevant units in HQs or MRF in the Regional Office in Costa Rica 3. Forecast cash flows according to activities in the Mission and ensure daily control of funds disbursed; ensure funding is received in accordance with donor agreements.

4. Assist in preparing annual budget for the Mission, monitor budget control and report variances between budget and actual expenditures, and assist in the preparation of budgets for new programmes.

5. Check payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM's projectization criteria.

6. Suggest procedural improvements and assist in training local staff in the relevant areas of Administration and finance.

7. Assist in the supervision of the Mission’s administrative functions, including recruitment, retention, promotion, separation, and other related activities, in accordance with the Organization’s policies and procedures.

8. Responsible for the procurement and logistics services, ensuring that contracts with suppliers of goods and services are in line with the Organization’s procedures, regulations and guidelines; as well as the oversight of vehicle, building and equipment maintenance.

9. Liaise with other internal functional units of the Mission, as well as Banking, donors and government counterparts and other stakeholders as required in the performance of the accounting function.

10. Liaise with relevant units at HQs and MRF with regard to the financial and administrative activities of the Mission, as well as project managers regarding current and future levels of funding.

11. Coordinate the financial and administrative aspects of deed of donation coordination with relevant IOM Regional units and IOM’s Legal Department.

12. Perform other duties as may be assigned.

Required Qualifications and Experience

Education and Experience · University degree, preferably in Accounting/Business Administration, or a professional qualification with an accounting and finance orientation.

· Two years’ experience in finance accounting and administration. Knowledge of human resources is an advantage.

· Ability to prepare clear and concise reports, supervise staff and coordinate administrative activities.

· Good level of computer literacy experience in computerized u systems and software.

· Good knowledge of MS Office specifically EXCEL.

· Good Communication skills, Strategic and creative thinking. Personal commitment, efficiency, flexibility, drive for results.

· Good analytical skills. Ability to work effectively and harmoniously within a team of colleagues from varied cultures and professional backgrounds.
